DCS are currently recruiting for a Commissioning Manager working within Data Centre’s to join an long term established buildings services company in Slough.
The primary responsibilities are:
* To develop, own and publish the Project Commissioning Plan (PCP).
* To develop and direct the Commissioning Strategy to develop the project programme and integrate detailed, logic linked commissioning activities allowing accurate monitoring and prediction of project progress/completion.
* To develop and update the commissioning schedule, look ahead and tracking systems and implementation thereof in line with the commissioning and construction programmes.
The Project Commissioning Manager’s likely first action will be a thorough review of the design and contract information, to gain an understanding of the project and to publish a collated, coordinated Commissionability Report highlighting:
* Design, specification and Employer Requirement inconsistencies, contradictions, gaps, over-complication, and ‘Creep’.
* CDM issues. Access for construction, commissioning, and maintenance.
* System integration, tolerance, and compatibility issues.
The report conclusion should include a list of possible opportunities to simplify, rationalise and minimise commissioning, particularly critical path activities.
The secondary responsibilities of the Project Commissioning Manager are:
* Assist with the management of the subcontractors Scope of Work, Programme, Resources, etc.).
* Assist with the management of the H&S File collator/co-ordinator.
* Assist with the management of the asset register. Compiling the register is by the Engineering Team.
Competency
The Project Commissioning Manager will be recognised by the Local Authority Building Control Officer and/or Approved Inspector as a “Suitably Qualified Person” for the purposes of Building Regulations, particularly regulation L1(b) and, therefore, capable of completing and signing the required declaration confirming that:
* A commissioning plan has been followed so that every system has been inspected and commissioned in an appropriate sequence and to a reasonable standard.
* The results of tests confirm that the performance is reasonably in accordance with the actual building design, including written commentaries where excursions are proposed to be accepted.
* A named individual from within a company or organisation NOT a company or organisation.
* The focal point for all communication between the company/organisation that he or she represents, other project team members, subcontractors and interested parties associatedwith this project.
* Empowered to act upon GBL the Contractor Instructions and make decisions on behalf of the company/organisation he or she represents with respect to this project.
* An Inspirational Leader, capable of critical analysis, creative thinking, and priority setting.
* Able to view problems as opportunities.
* Committed to innovation. Dares to ask, “What If?”
* Capable of leading strategy development, converting strategies into plans and transferring strategic planning into ‘The Plan’.
* Competent in planning, logic linked sequencing, programme manipulation, progress monitoring and Critical Path Analysis (CPA) techniques. (Proficiency with Asta©/Primavera P6).
* Able to demonstrate commitment to personal development, training, and continuous professional development (CPD).
* A senior, qualified, experienced commissioning professional (Commissioning Specialists
* Association, HVCA Commissioning Group, CIBSE Membership or Equal and ‘GBL Approved’ alternative).
1. The Project Commissioning Manager is not expected to be an expert in all aspects of commissioning but must retain and maintain a rounded knowledge of the subject drawing upon expertise from his/her organisation, other members of the project team, subcontractors, and other specialists
