You will be an experienced leader with strong tender writing capabilities with NHS or wider health or care sector experience and have a track record in leading complex change and business growth through multiple projects.
You will be an exceptional communicator bringing challenge to the organisation's thinking to ensure we deliver on our business strategy and goals.

Main duties of the job
Working closely with the strategic leaders, you willsupport Yorkshire Health Partners Ltd to advance the delivery of crucialactivity for our primary care services across East Yorkshire.You willwork autonomously to plan and deliver bids and tenders of varying complexity. Thisrequires specialist knowledge and skills in programme management, serviceimprovement within health care, and an approach that is collaborative. You willmake the right things happen at the right time and that will result in thesuccessful delivery of a tender program in line with the organisation'sstrategic priorities.

Job responsibilities
Job Summary
Working incollaboration with senior managers and team colleagues (including, but notlimited to, Workforce, Premises, Finance, Clinical Managers, Quality &Performance, Administration, and the individuals using our services) toformulate sound business proposals & costings for review, pendingimplementation.
Devisingand implementing systems to support the development and ongoing business of theorganisation including growth-based projects which require marketresearch/scoping and support with service operationalisation.
Co-ordinatingtendering exercises, including seeking out and evaluating suitableopportunities, organising tender timetables, supporting and assistingclinicians and managers in the writing and preparation of Pre-QualificationQuestionnaires and Invitation to Tender documentation and being responsible forthe timely submission and monitoring of all tender submissions.
Identifyingsuitable funding opportunities for relevant proposed projects and providingsupport to colleagues in the writing and submitting bids to funders within settimescales.
Ensuring YHPis represented, promoted, and celebrated locally and nationally by identifyingand submitting suitable local/regional/national and international awards whichhighlight best practice.
Ifrequired, to act as or support the budget holder in respect of various grantprojects, ensuring adherence to spending levels and ensuring the projectremains within budget constraints, providing effective monitoring systems.
To beresponsible for a variety of projects as identified by the Senior LeadershipTeam and Board of Directors to develop the organisations business.
Key Areas of Responsibility
BusinessDevelopment
Working independently and with the team to support colleagues to developideas/innovations aimed at improving service delivery, including supporting thepreparation of business cases and delivery plans, and preparing SWOT analysesfor project initiations.
UndertakingHorizon Scanning exercises, ensuring details of potential new/existingopportunities are clearly disseminated across the organisation via establishedforums. This may include working closelywith YHPs Communications and Marketing Team to undertake marketing, research,event promotion, awareness raising, and networking opportunities.
Seeking outfunding opportunities to allow the development of YHPs business.
Seeking outand submitting nominations to local/regional/national/international healthsector Awards, celebrating success and raising the profile of YHP and its work.
Providingperiodic updates to our Board of directors and membership partners regardingall successful opportunities (e.g., grants, tenders and awards attained) andworking alongside the SLT to maintain an accessible database for use bycolleagues.
Identifyingand disseminating suitable local and national tendering opportunities aimed atbusiness growth, and where required, to act as tender co-ordinator, offeringguidance to clinical and managerial colleagues on writing a suitable submission and ensuringadherence to tender deadlines.
Completingorganisational questionnaires (PQQs) associated with tendering opportunitiesand maintaining a tender resource library on the shareddrive to assist colleagues when working on a tender.
Workingcollaboratively with YHP Members, Commissioners and Stakeholders to develop and nurturerelationships with potential business partners, including within the VCS.
Project Management
Providehigh quality project management support, including undertaking a range ofactivities supporting the delivery of YHP Strategic plan, and workingeffectively with management and clinical colleagues across the organisation.
Ensure thatthe right people are identified to make these projects happen, that they areeffectively matrix managed so they develop, feel valued and are supported todeliver.
Developservice development proposals, business plans and delivery plans within YHP andas required, across provider organisations.
Support successfulservice developments working with service leads/managers including developingbusiness plans and delivery plans and liaising with other teams to achievethis.
lead onchange programmes of multiple challenging projects ensuring that the rightsupport is mobilised at the right time. You will demonstrate professionalflexibility and the capability to move across workstreams and projectsas and when required, despite competing demands.
Understandthe needs of our partners in primary care and work collaboratively to meetthese through the delivery of high-quality services.
Ensurerobust systems for managing programmes of change are in place that areefficient, effective and engage will all our key stake holders appropriately
Utilise coaching skills to build project management capability andconfidence within YHP and its partners.
Finance& Risk Management and Quality Assurance
Oversee thefinance manager to record all related activities, e.g. income, expenditure,profit and loss, outputs etc in respect of funding and budget monitoring.
Oversee asystem for the management of all YHPs contracts, subcontracts, Service Levelagreements and memorandum of understandings.
Workingclosely with the Chief Operating Officer and Finance Manager to manage thebudget for specific projects as delegated.
Deploy agreed risk management processes, taking an analytical approach toqualitative and quantitative information to facilitate a review of options tomitigate or eradicate the risk.
To record, monitor and report risk, benefits, and performance.
Deploy effective methods to assess how beneficial a programme is.Undertake reviews on performance post implementation and make furtherrecommendations on service improvement based on evidence.
Management of Communication
Prepare regular updates and reports to provide assurance on projectdelivery identifying clear progress statements including risk mapping,performance data and the direction of travel towards benefits realisation.
Hold regular, (most likely) weekly project management meetings withworkstream leads. Concisely capture key actions, opportunities, obstacles andthe way forward to facilitate effective communication internally and externally,where appropriate.
With integrity engage with internal and external stakeholders.
Management of workload and personal development
Act on owninitiative in prioritising and managing workload, delegating tasksappropriately and referring to designated Board Members in respect of clinical,managerial, and administrative areas, as necessary.
Maintain ownpersonal and professional development as agreed at your annual review and inaccordance with any professional bodies with whom you are registered.
Person Specification
Qualifications
* Educated to Degree Level
* Evidence of a sound educational background including Maths and English
* Advanced IT qualification or in depth experience of using Microsoft Office or equivalent experience.
* Educated to Diploma Level in business studies, accounting or management or equivalent or equivalent experience
* Attained recognised business administration/secretarial qualifications
* Certificate in Capital Investment Planning (Return on Investment)
* Project Management Qualification or experience of providing project officer support to projects/programmes of work
Experience
* At least 5 years experience of working within a large complex organisation, with some strategic exposure.
* Proven track record of successful project management
* Proven track record of successful tender production
* Knowledge of maintainingsetting up administration and filing systems
* Knowledge of health and safety issues in a complex environment and the implications of poor compliance
* Proven track record of achieving targets for generating income through commercial products and services
* Proven track record of success with attaining grants, tenders and awards
* Attained Management Qualification to at least Level 4
* Attained Health & Safety qualification to at least IOSH
* Has an evidence Portfolio
Skills/Abilities
* Excellent communicator, both in writing and verbally
* Previous experience of applying for external funding
* Ability to build and develop effective relationships with partners and customers
