Job Title: Responsive Repairs & Voids Senior Service Manager

Salary: PO6 £51,356 - £54,495

Hours: 37 hours per week

Contract: Permanent

Location: Leeds Building Services – LS14 1NZ

Leeds Building Services (LBS) is the in‑house service provider for construction, repairs and maintenance works across the Council. The service currently delivers Responsive Repairs, Maintenance and Planned Works to Council Houses across various parts of the City and Council Assets across 800 sites including Schools, the Civic Estate, Offices, Sports and Leisure Centres and Children’s Homes across the Authority.


About You

* Ability to manage and support staff contributing to their development through appraisal, supervision and training, enabling them to feel motivated and engaged in the values, vision and direction of the service, promoting the values of the Council through appropriate behaviour and professionalism.
* Ability to effectively construct manage and control budgets and use and apply statistical techniques to interpret and manage contract control.
* An understanding of responsibilities in terms of Health and Safety.
* An awareness of asbestos‑related issues and responsibilities.
* Experience of working with and negotiating with trade unions.
* Experience in managing and monitoring performance, setting clear objectives for the review of individual and service‑level performance.

Job Purpose

To successfully lead and manage the operational repairs and voids sections in order to meet legal and regulatory requirements as well as Council policies and requirements, ensuring high levels of efficiency, cost effectiveness, compliance and quality.


Responsibilities

* Develop and deliver a strategic business improvement plan for Leeds Building Services focussing on a range of activities which will deliver value for money services to customers and contribute to the delivery of Council priorities.
* Ensure the organisation is compliant with all required standards to discharge the required services.
* Implement an appropriate auditing and monitoring regime to demonstrate risk management and employee competence.
* Ensure accuracy of work records, timely invoicing and dispute resolution with commercial considerations.
* Be responsible and accountable for all financial resources within the service area, working within financial regulations and council policies.
* Maintain systems to monitor and control costs and produce financial and performance benchmarking.
* Develop effective relationships with other Council Directorates, external partners and agencies to ensure revenue and capital investment targets are met.
* Provide clear, motivating management to drive continuous improvement and efficiency savings.
* Execute daily line management duties of staff in accordance with all council policies and procedures.
* Provide interpretation and technical advice to the Leadership Team, Managers, staff and other stakeholders.
* Drive innovation and continuous improvement initiatives through leading and contributing to cross‑Council projects and collaborative working.
* Implement rigorous performance management processes to drive service improvement.
* Provide strategic advice relating to the work of Leeds Building Services to elected members and council officers.
* Deputise for the Head of Leeds Building Services on an ad‑hoc basis in representing the City on council issues.
* Maintain a high level of personal effectiveness and uphold and promote the name and reputation of Leeds City Council.
* Ensure Business Continuity and risk management procedures are in place.
* Advise on and ensure compliance with governance, contract procedure rules, financial procedure rules, statutory undertakings and relevant legislation.
* Plan, organise, coordinate, deliver and monitor commercial management work.
* Contribute to management and business planning including resource planning, customer liaison and new business proposals.
* Contribute at a senior level to the preparation and maintenance of a resource schedule.
* Lead the delivery of key areas of work to ensure strategic priorities are met.
* Manage the maintenance, development and effective use of ICT systems.
* Manage the development of existing and new processes and policies.
* Stay up to date and lead on best practice and new technologies in business and commercial management.
* Remain flexible and adaptable to change to assist other services as required.
* Participate in appraisal, training and development activities as necessary.
* Improve own practice through observation, evaluation and discussion with colleagues.
* Work collaboratively with colleagues.
* Contribute to overall ethos, work, and aims of the service by attending relevant meetings and training days.
* Promote and comply with council policies and procedures including child protection, health and safety, confidentiality and data protection.
* Support equality and diversity and ensure anti‑discriminatory practice.
* Challenge incidents of racism, bullying, harassment or victimisation and report concerns appropriately.
* Adhere to the Council’s flexibility protocol.
* Recognise that duties may also comprise other duties within the spirit of the post.


Qualifications

* Degree, HNC or HND Level qualification in a relevant service area or equivalent demonstrable experience.

Desirable Requirements

* Experience of operational management within the public and/or private sector.
