JOB SUMMARY
The postholder will contribute to and support the effective management of the Human Resources (HR) Operations, providing expert advice on a full range of HR issues primarily terms and conditions, attendance management and employee relations. The post holder will act as a lead HR contact for a number of key internal/external clients, advising on a full range of HR issues including employee relations, performance management, absence management and pay and conditions issues as necessary. As a Business Link, the postholder will also work collaboratively with clients to deliver change initiatives and ad hoc projects affecting the BSO and its client organisations delivery of initiatives arising from workforce planning. The postholder will be responsible for ensuring a programme of training for Managers is provided to communicate key professional advice on a range of HR Topics key to service delivery
KEY DUTIES / RESPONSIBILITIES
1. Jointly responsible for the day to day delivery of operational HR advice and services to clients ensuring high quality professional advice and reporting to demonstrate that targets are met as detailed in the Service Level Agreements (SLAs). 2. Contributing to the Directorate's Business Plan and Service Level Agreements and prioritising own work and working collaboratively with the Senior Business Partners to ensure that the requirements of the Service Level Agreements are met. 3. Ensure all clients receive an effective and efficient service in accordance with SLA standards. 4. Support the development and implementation of a People Plan for client organisations, ensuring appropriate mechanisms exist to monitor the impact of such. 5. Support the development of HR Policy and Procedures for clients, ensuring the appropriate communication of such through a range of mechanisms, raising profile of such and maintaining an overview to meet the needs of the organisations supported. 6. Ensure the effective use by managers of all HR systems including HRPTS and providing advisory support where required. 7. Record and maintain appropriate documentation in line with statutory and local requirements, taking account of data protection legislation. 8. Provide advice, guidance and support on all aspects of HR including terms and conditions, attendance management and employee relations. The postholder should ensure all advice and guidance is consistent with the relevant terms and conditions, policies and procedures and the relevant legislation. 9. Attend meetings with clients as required, making a key contribution in areas such as Organisational Development in support of the Senior HR Business Partners.

Have the ability to work within tight timescales with limited resources. 8. An ability to provide leadership to a team of staff and within the wider Human Resources function when required.
