About the Team
The Treasury Business Solutions (TBS) team are trusted business partners responsible for Technology, Security, Estates, and Knowledge & Information Management. We have staff based in London, Norwich, and Darlington.
This role leads the Property and Place team, responsible for establishing the new economic campus in Darlington and managing the HM Treasury estate, including our Headquarters in London, the Second Headquarters in Darlington, and our office in Norwich. As the lead department for the Darlington Economic Campus, we work closely with Treasury groups, the campus departments, and the Government Property Agency to ensure that the delivery of the building meets requirements and fosters collaboration across departments. We provide project management for the programme, holding delivery partners accountable and reporting progress directly to the Permanent Secretary.
The team also manages the Treasury estate across London, Darlington, and Norwich, ensuring buildings are safe, secure, accessible, and meet the department's needs, working alongside the Government Property Agency and Treasury groups to optimize space and facilities.
About the Job
Key responsibilities include:
1. Programme Management: Oversee the delivery and occupation of the Darlington and second headquarters accommodation, acting as the main liaison between the Government Property Agency, HM Treasury, and campus departments to ensure facilities support Treasury’s objectives.
2. Project Management Office: Support the delivery of robust project management processes, including governance, risk management, planning, finance, business case development, benefit management, and parliamentary correspondence.
3. Risk and Progress Monitoring: Collaborate with the Government Property Agency to identify and manage risks, keep senior leadership updated, and address barriers to delivery.
4. Estate Management: Coordinate the ongoing management of estate facilities across London, Darlington, and Norwich, ensuring safe and accessible spaces that meet current and future needs.
5. Campus Vision: Lead efforts with the Government Property Agency and campus leadership to realize a fully interoperable campus in Darlington.
About You
You will have experience leading programmes using a recognized PPM approach, with a proven ability to plan effectively, oversee resources, and deliver quality outcomes. You should be adept at understanding diverse needs, developing strategies that align with organizational goals, and acting as a trusted adviser to senior leaders. Motivating and inspiring teams to deliver effectively is also essential.
