Programme Manager – Contract Lead (Onshore, BPSS / SC Cleared)
Location: Onshore (Edinburgh / Glasgow / Hybrid 80%) Security Clearance: BPSS/ SC
Role Overview
Responsible for end-to-end governance, planning, and execution of the Oracle Cloud-based business-platform programme. Acts as the single accountable lead for contract delivery, coordinating all workstreams, suppliers, and internal stakeholder groups to maintain schedule, budget, and compliance with governance standards.
Requirements
Key Responsibilities
* Direct the full delivery lifecycle – Discovery → Design → Build → Testing → Cutover → Early Life Support.
* Establish and chair joint steering and governance forums.
* Maintain a consolidated RAID log and dependency tracker.
* Manage financial control, risk assessment, and milestone assurance.
* Coordinate stakeholder communications and escalation management.
* Ensure compliance with data-governance, accessibility, and security frameworks.
* Drive issue resolution, benefits tracking, and programme reporting.
Key Deliverables
Mobilisation Plan, Programme Schedule, Governance Dashboard, Monthly Progress Report, Risk and Assurance Pack.
Working Model
Primarily onshore, leading stakeholder engagement and governance; supported by a small offshore PMO team (~10 %) for documentation, analytics, and status reporting.
