About the Role
We are looking for a capable and self‑motivated Quantity Surveyor to join our growing team, supporting commercial delivery across a mixed portfolio of pre‑contract cost estimating and post‑contract NEC administration on rail and infrastructure projects. Our work spans the UK and international markets, giving the right person exposure to a genuinely varied portfolio.
This role suits someone who is comfortable switching between producing cost estimates for early‑stage business cases and feasibility studies on one hand, and the day‑to‑day running of NEC‑administered contracts on the other. You will take genuine ownership of your work, deliver to a high standard, and have the autonomy to shape how things get done.
You will work directly with our expert team on live programmes, with real ownership of your workload and clear sight of the decisions being made on the projects you support.
Key Responsibilities
* Prepare early-stage, feasibility and outline design cost estimates for rail and infrastructure schemes.
* Develop whole life cost models covering inspection, maintenance, renewal and operational costs.
* Carry out quantity take‑offs using digital measurement tools such as Bluebeam or CostX.
* Analyse drawings, specifications and asset data to inform robust capital and lifecycle cost outputs.
* Contribute to the development and maintenance of XCOM's unit rate library and benchmark cost data.
Post‑Contract Commercial Management
* Administer NEC3 and NEC4 contracts (ECC Options A, C and E) on live rail and infrastructure projects.
* Assess contractor applications, defined cost submissions and disallowed cost.
* Manage compensation events, including review of quotations and supporting the assessment process.
* Prepare cost forecasts, and commercial reports for project and programme leadership.
* Support change control, early warning and risk management processes in line with NEC obligations.
* Prepare commercial documents including activity schedules, and bills of quantities.
About You
* Demonstrable quantity surveying experience on rail, infrastructure or civil engineering projects.
* Comfortable working across both pre‑contract estimating and post‑contract administration.
* Working knowledge of NEC3 or NEC4 ECC contracts, including compensation events and Option C mechanics.
* Experience of measurement and valuation in accordance with standard methods of measurement (RMM, NRM, CESMM).
* Proficient in Excel and confident using digital measurement tools (Bluebeam, CostX or equivalent).
* Strong numerical and analytical skills, with sharp attention to detail.
* A self‑starter who can pick up tasks, run with them and deliver without close supervision.
* Experience on public‑sector rail programmes.
* Familiarity with rail‑specific cost drivers including possession working, isolations and free issue material management.
* Experience building unit rates, cost databases or pricing models.
* Working towards or holding professional membership (RICS, ICES, APM).
* Degree qualified in Quantity Surveying or an associated discipline.
