We are recruiting for a full time Intelligence Development Officer on a fixed term basis until 14th May 2027

This is a hybrid role with regular attendance to our Eurocentral Office in Motherwell.

We require an experienced Intelligence Development Officer to undertake the following tasks to support delivery of SEPA’s strategic objective of increasing the number of successful interventions to tackle environmental crime.

  • Undertake intelligence development and specialist research to detect, disrupt and deter environmental crime and keep SEPA staff safe.
  • Support high‑risk investigations conducted by the Environmental Crime Team. These often have a cross‑border element and require intelligence liaison with partner agencies such as the Joint Unit for Waste Crime, Environment Agency, NIEA and Natural Resources Wales.
  • Engage with Police Scotland intelligence services at a national and local divisional levels.
  • Identify opportunities for interventions through engagement with critical partners such as HMRC, Office of the Traffic Commissioner, DVSA, Insolvency Service, etc.
  • Build and maintain relationships with waste industry representatives to inform threat, risk and harm from illegal activity.
  • Engage directly with intelligence sources who wish to remain anonymous (to protect their identity) when providing information on environmental crime.
  • Inform fit and proper person tests under ESAR to prevent nominal associations with organised crime from getting SEPA authorisations.
  • Identify unauthorised waste carriers in support of the National Litter and Fly tipping Strategy.

Respect for your expertise

This is a highly important role within our Regulation, Business & Environment portfolio, which means you’ll need:

  • Relevant experience or qualification equivalent to SCQF Level 8‑10. Demonstrable experience working within the National Intelligence Model (NIM)
  • Strong understanding of the threat, risk, and harm presented by environmental crime
  • Proven experience in the submission, development, sanitation and dissemination of intelligence
  • Highly developed oral and written communication skills with confidence in liaising and working collaboratively with partner law enforcement agencies
  • Ability to undertake intelligence development and specialist research to detect, disrupt, and deter environmental crime
  • The successful candidate is expected to undergo and hold successful Security Check (SC) vetting and potentially NPPV level 2 clearance
  • Requires a Driving Licence for the role
