Overview
The Ministry of Defence employs over 50,000 Civil Servants. Within that, with responsibility for an annual budget of over £10bn, the Army is a major part of the Ministry of Defence and one of its largest operating centres who employ around 12,000 Civil Servants located at over 300 locations supporting the 110K regular and reserve soldiers across the Army. This Civil Service workforce is diverse, with many different functions and professions ranging from police officers, security guards, trainers, human resources, teachers, and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff.
The British Army\'s estate is complex, diverse and critical to ensuring UK Defence Outputs. Regional Command\'s Infrastructure Branch, of which Regional Infrastructure Cell (RIC) Central (C) is part, is responsible for programming and assuring the delivery of Facilities Management (FM) for Army establishments to ensure they remain capable of supporting service personnel. There are over 22,000 buildings within 500 locations, with 43% of them over 50 years old. In 2018 Defence reset how infrastructure is governed, and delegated control of the infrastructure budget to the Army. This gave rise to the RICs, providing the opportunity to bring positive change to the estate and our people.
The successful applicant will assume the role based in Lichfield, Brecon or Catterick, working at pace as part of a highly capable team supporting the delivery of Facilities Management and minor works across central England and Wales. This role is to lead on consolidating and reporting Hard and Soft Facilities Management (HFM & SFM) performance in the firm base, within region. This role involves coordinating across multiple stakeholders to review and report on performance and risk ensuring compliance and alignment with Defence Output Criteria.
This position is advertised at 37 hours per week. The successful candidate will deliver the intelligent customer function within the Regional Infrastructure Cell (RIC) Central of Headquarters Regional Command (HQ RC) by providing consolidated, informative regional reports on Firm Base and Soft Facilities Management works and service delivery performance. Performance should be measured and assured against the funded and agreed in-year programme and standards set out in the Army/DIO Command Infrastructure Delivery Plan (CIDP).
Responsibilities
* Contribute to the design, development, and continuous review of Hard and Soft Facilities Management standards across the region, informed by forward located Infrastructure staff
* Investigate and determine the cause of performance exceptions with forward located Infrastructure staff, Heads of Establishment (HoE) or their representatives, and Defence Infrastructure Organisation (DIO) or Reserve Forces and Cadet Association (RFCA) service delivery staff
* Integrate performance standard data and reports from Infrastructure staff forward located across the region, to enable submission of consolidated RIC performance management reports through Staff Officer Grade 1 (SO1) RIC to the Staff Officer Grade 2 (SO2) Performance Management within HQ RC
* Monitor and update the central Performance Issues register managed by SO2 Perf Mgt HQ RC by recording service delivery performance issues (ie late delivery, exceeds cost, not to standard) within the region, ensuring records are opened, populated and closed as appropriate
* Manage and update the Regional Infrastructure Risks Capability Impact (IRCI) and Infrastructure Issues Capability Impact (IICI) Registers, co-ordinating with HQ RC SO1 Risks to inform the National assessment
* Co-ordinate the assessment of the IRCI and IICI with other Authority Risks to inform the overall Risk Exposure
* Communicate infrastructure Performance Management Information to stakeholders, including forward located infrastructure staff
* Performance Management HQ RC, conducted in the following areas:
* Cross-check the monthly regional HFM compliance data provided by DIO, prior to each month\'s Sub-Infrastructure Portfolio Progress Group (IPPG) meeting
* Cross-check the monthly regional SFM occurrence portal information provided by DIO, prior to each month\'s Sub-IPPG meeting
* Monitor and report on, via DIO expenditure reports, the nature and volume of DIO\'s delegated reactive maintenance expenditure
* Check on DIO\'s Infrastructure Management System that works tasks have been raised against the correct funding sources
* Support SO2 Performance Management HQ RC in delivering the Performance Management communication plan
* Regular travel including overnight stays across the region is required

Relocation expenses are not offered. A six-month probation applies to external hires. Travel and interview expenses are not reimbursed. The MOD may review pay-related allowances.
