Your Role
The role of the Procurement Officer/Strategic Buyer is to lead and develop assigned business areas to increase spend under management, delivering best practice procurement services to both internal and external customers. The Procurement Officer/Strategic Buyer will have responsibility for delivering compliant end-to-end procurement activity, implementing and managing supplier and member contracts and analysing statistical and financial information. The role will apply category level expertise to secure the continuous development, improvement, efficiency and success of the commercial offer to members. Developing strong relationships with strategic accounts, delivering value and achieving targets.
Responsibilities:
* Formalising contract documentation with members and suppliers
* Lead on the development and implementation of category strategies
* Promote and deliver end-to-end sourcing projects including mini competitions, Frameworks and Dynamic Markets
* Drafting and assisting members to define core requirements and produce specifications
* Supplier Management including price management, contract negotiation and dispute resolution
* Maintain the commercial and operational performance of each contract and framework
* Build strategic relationships across the sector to support brand awareness and business growth
* To lead and facilitate the learning and development of knowledge transfer across business functions
* To support and develop marketing and communication plans
* Promote Our clien'ts corporate values to staff, customers and suppliers
* Undertake such training as may be reasonably required to maintain an appropriate level of technical competence for the post
* Undertake such other duties as reasonably required.
About You
* CIPS Level 4 qualified or educated to degree level within a relevant discipline or demonstrable sector experience
* Experience of large-scale procurement activities
* Strong research and analytical skills
* Advanced Excel skills, including Lookup Formulas, Advanced Formulas, Formatting, Pivot Tables and Reporting, VBA and Macros and Data tables
* Evaluate submitted quotations based on objective criteria using agreed weightings and scoring process
* Ability to manage senior stakeholders and build strong supplier relationships
* Practical experience of e-tendering platforms
* Monitor pricing arrangements in commercial agreements
* Excellent communication skills and the ability to influence across a broad range of complex stakeholder relationships
