Digital and Transformation Chief Operating Officer

We are hiring a Digital & Transformation Chief Operating Officer to lead one of the UK's most ambitious digital transformations. The role offers a salary of circa £140,000 plus employer pension contributions of 28.97%, and the location can be Birmingham, Blackpool, Leeds, Manchester, Newcastle, or Sheffield.

Your Role and Impact
* Lead the digital transformation at scale, ensuring effective governance, planning, and investment delivery.
* Oversee workforce planning for over 4,500 staff and manage multi-year investment plans.
* Collaborate with senior leaders and represent Digital Group in key government and departmental forums.
* Build digital capability, influence government policy, and invest in future platforms and talent.
Key Responsibilities
Performance and Planning
* Own the operating model, governance, and ROI tracking.
* Lead workforce planning and oversee investment and delivery plans.
* Define and monitor performance metrics aligned with strategic goals.
Governance and Risk
* Manage organizational governance and risk, resolving blockers proactively.
* Represent the Digital Group at departmental committees and liaise with GIAA.
Finance
* Manage a £1bn budget and headcount, ensuring value for money.
* Advise senior leadership on strategic, policy, and budgetary matters.
Capability and Capacity
* Partner with People & Capability teams to develop a skilled, diverse workforce.
* Lead talent strategy, professional development, and capability building.
Communications and Engagement
* Communicate strategy effectively and foster an inspiring culture.
* Ensure staff feel informed, motivated, and empowered.
Candidate Requirements
* Proven senior leadership experience in digital transformation within mission-critical environments.
* Experience managing complex stakeholder relationships across multi-site organizations.
* Track record of building high-performing teams and cultures through recruitment, coaching, and empowerment.
* Successful delivery of business value, innovation, and efficiency with significant budget accountability.
* Experience in setting strategy, using OKRs or KPIs to drive outcomes.
