The Role
Bolton Council seeks an excellent candidate to lead portfolio management, including performance monitoring and reporting of the Strategic Asset Management Plan (SAMP).
You will oversee the SAMP, manage service programmes, develop the land and property estate to improve asset performance, optimise returns, and reduce operational costs. Building strong relationships with partners and stakeholders, you will develop integrated service delivery partnerships and supply chain relationships. You will establish and operate performance monitoring and reporting systems, including risk management, to ensure timely interventions and efficient data extraction. Managing large budgets, you will escalate trends or concerns and prepare regular SAMP updates for senior management, covering estate performance, processes, procedures, and statutory compliance.
About You
The successful candidate will have extensive knowledge of statutory requirements, legal obligations, and current property management practices aligned with local government policies.
You will have experience managing multiple projects or services, with the ability to handle large budgets across various service areas and business streams.
Excellent IT and communication skills are essential, along with confidence working with clients, end users, senior management, and council members.
You should be a capable report writer, able to extract relevant data from multiple sources and advise senior management for informed decision-making.
