Role Summary
We’re looking for a skilled and motivated Engineer to join our Development Management Implementation team, where your expertise will help shape the delivery of third‑party highway projects under Sections 278 and 38 of the Highways Act (1980). This is more than a technical role—it’s an opportunity to bring your engineering judgement, stakeholder coordination skills, and project delivery experience to a team that plays a vital role in supporting Hertfordshire County Council’s infrastructure ambitions.
Responsibilities
* Review and interpret highway designs in line with recognised standards to ensure projects are safe, compliant, and future‑ready.
* Work closely with contractors, utility companies, local members, and internal teams to coordinate works and resolve challenges efficiently.
* Manage programmes of varying complexity to ensure projects are delivered on time, within budget, and to a high standard.
* Maintain site awareness by visiting live construction sites to monitor progress and ensure conformance to approved plans and safety standards.
* Interpret and apply legislation, policies, and technical guidance, ensuring our work aligns with council and legal frameworks.
Qualifications
* Extensive professional experience of highway engineering design and construction.
* Project Management experience.
* In‑depth knowledge and understanding of relevant design standards, including but not limited to Manual for Streets 1 & 2 and the Design Manual for Roads and Bridges.
* Excellent written and verbal communication skills and the ability to influence people at all levels.
* Knowledge of the English planning process.

Location & Work Arrangement
The role is based in Stevenage and requires 2 days office work.
