We offer an exciting opportunity to lead in the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform environmental regulation.
You will be a key member within the Programme Management Office (PMO), providing valuable input into the financial and business management of the programme. Your role will support risk mitigation, issue resolution, and removing barriers to ensure alignment with the business case and value for money.
We seek someone with a proven track record in managing complex financial data, collaborating effectively, and driving value for money and ongoing investment.
Key Tasks:
* Understanding the financial and economic cases underpinning the programme’s business case and budget bids.
* Aligning programme deliverables with strategic objectives, owning the change control process.
* Supporting the Programme Manager to ensure changes to time, cost, and quality are assured, working closely with delivery teams to ensure affordability and value for money.
* Managing queries from senior stakeholders and delivering regular financial and programme reports across EA, Defra, and external suppliers.
* Supporting investment and funding activities alongside the Programme Manager and Director.
* Ensuring adherence to governance and assurance requirements.
* Contributing to ongoing business management through whole life cost allocations.
The Team:
You will work within the Digital, Innovation, and Programmes team, responsible for implementing the Digital Strategy across Environment & Business. This involves working with multidisciplinary teams, shared services, and third-party suppliers to deliver user-centered digital services that are efficient, simple, and fast.
Experience and Skills (Beneficial but Not Essential):
* Experience working in a fast-paced, dynamic programme environment.
* Extensive digital skills (Excel, SharePoint, PowerBI, etc.).
* Experience managing complex financial information.
* Understanding of financial, business planning, and budgeting processes, including charge funding, CDEL, and RDEL.
* Experience with purchase order raising, business case development, and approval routes.
* Knowledge of governance around spend control and assurance processes.
* Experience in digital programmes is advantageous but not mandatory.
* Ability to engage stakeholders effectively, drive innovation, and contribute to delivery.
