Successful candidates may be based in any of our office locations – Cardiff, Glasgow, or London. We especially welcome applicants from Cardiff and Glasgow. We work in a hybrid way, with colleagues spending around 20% of their time in the office, equating to one day per week.


Job summary

At the forefront of the fight to protect energy consumers from the lasting impacts of debt, Ofgem is reshaping how fairness and affordability are delivered across the energy system.

We’re looking for a Policy Advisor to join us and support work that will help reset the energy debt landscape and safeguard those most at risk.


Ofgem is Great Britain’s independent energy regulator. We’re at the forefront of change across the energy sector, driving toward Net Zero whilst protecting energy consumers, especially vulnerable people.


We’re offering a permanent opportunity to work on one of Ofgem’s most high‑profile and socially significant policy priorities. You’ll be part of a fast‑moving programme responding to record levels of consumer debt, helping to shape the next phase of our approach and signal our future direction to industry, government and consumer groups. This role sits at the heart of a complex policy area where economic, regulatory and social considerations intersect.


You’ll join a team brought together at pace to deliver an ambitious agenda, working across organisational boundaries and engaging with a wide range of stakeholders. The work is challenging, visible and impactful, offering the opportunity to influence how energy debt is managed across the market and supporting people who need it the most.


Job description

We’re looking for someone with strong policy capability, confident communication skills and the ability to work effectively in a pressured, fast‑paced environment. You’ll bring sound judgement, analytical thinking and a collaborative approach, alongside an interest in public policy and the energy sector.

Person specification

Essential:

* Experience of delivering fast‑paced and complex policy development in a high‑profile role, managing competing priorities and producing high‑quality outputs under pressure. (LEAD)
* Excellent written and verbal communication skills. (LEAD)
* Strong analytical and problem-solving skills.
* Demonstrable interest and/ or experience in public policy/energy/net zero.
* Experience in engaging with/managing multiple stakeholders.
* Ability to manage different work activities or workstreams to keep projects on track.

Desirable:

* Understanding of GB retail energy market.

Selection process details
