A leading infrastructure contractor with a strong track record of growth and innovation is seeking a Senior Pre-Contracts Manager to take ownership of a high-performing bid team and drive strategic work-winning initiatives across a £400M portfolio. With a bid hit rate already exceeding 50% and a foothold in major frameworks across rail, highways, utilities, and more – this is an opportunity to lead at scale, while making a tangible impact on both project selection and long-term business success.
The Role
You’ll lead a dynamic, multidisciplinary team of more than 20 including bid managers, writers, estimators, planners, and administrators. Your remit spans:
* Overseeing the full lifecycle of pre-qualification and tender submissions
* Making informed, strategic decisions on bid/no-bid through your deep understanding of delivery, risk, and buildability
* Mentoring and developing a high-performing team, ensuring technical excellence and consistent quality
* Using data insights to refine processes, improve outcomes, and influence wider business strategy
* Reporting directly to the Regional Directors for the East and West, you'll play a vital role in shaping the company’s growth trajectory

Your Background
You may come from a Tier 1 or 2 contractor, and from any infrastructure sector — not strictly rail. This role suits experienced professionals from:
* Senior Project Management
* Programme Management
* Commercial/Contracts Management
…with proven experience in pre-construction, bidding, and technical submissions
Most importantly, you’ll bring:
* A strong grasp of delivery and buildability to assess project feasibility and bid potential
* Strategic leadership experience, with a track record of coaching and guiding multi-functional teams
* The confidence to operate at board level and influence senior stakeholders
