Job Description & Person Specification
As a Procurement professional specialising in adult social care, you will be responsible for managing the procurement of goods and services essential to our frontline services. You will work closely with client teams and suppliers, manage contracts, and maintain strong relationships to ensure the highest standards of care for our service users.
This is a full-time, fixed-term appointment to procure a number of strategically critical contracts to ensure the continuation of services for our most vulnerable service users.
While the role will support procurement related to adult social care, it will sit within the Council's corporate Procurement team and be well supported by the wider Commercial Services function.
Key Responsibilities
* Develop and implement procurement strategies tailored to adult social care needs.
* Source and evaluate suppliers, draft and negotiate contracts, and manage supplier relationships.
* Ensure the timely delivery of high-quality care supplies and services.
* Conduct market research to identify trends and opportunities for cost savings in the social care sector.
* Collaborate with other departments and partner organisations to understand procurement needs and provide support.
* Ensure compliance with policies and regulations related to procurement and social care.
The office base is in Torquay, with supported remote working and office presence required only 2-3 times per month.
This position is for a fixed term of 12 months from the start date.

Experience & Qualifications
* Operational experience in procurement and contract management.
* Degree or equivalent qualification in a relevant field.
* Experience managing tenders and contracts proactively.
* Specialist experience in Adults or Children’s Services procurement.
* Level 4 Diploma in Procurement and Supply or equivalent, or senior procurement experience.
