The Senior Development Infrastructure Officer plays a central role in managing and overseeing the delivery of developer-funded and third-party highway infrastructure projects secured through Section 106 and Section 278 legal agreements. The postholder acts as the principal point of contact for developers, contractors, designers, and stakeholders, coordinating technical administration, monitoring progress, and ensuring all legal obligations and standards are met from planning consent through to adoption. The role also involves collaborating across internal teams, preparing formal documentation, securing financial contributions and fees, and upholding the council’s values, equality duties, and health and safety commitments.
A successful candidate will bring demonstrable experience in overseeing new highway infrastructure through S106 and S278 processes, supported by degree-level education or equivalent knowledge and a commitment to ongoing professional development. They will need strong technical expertise in highway legislation, design standards, construction practices and health and safety, alongside excellent interpersonal, communication, and negotiation skills. The role demands someone who can work independently, manage competing priorities, analyse complex issues, and engage confidently with a wide range of audiences including developers, elected members, and the public. High levels of IT literacy, effective organisation and planning skills, and the ability to build constructive working relationships are essential, with attributes such as initiative, flexibility, tact, and a collaborative approach.
The successful candidate will be expected to work from the County Council's main office in Taunton but the potential for hybrid working later in the contract may be considered dependent upon progress.
