Job Summary The Ministry of Defence employs over 50,000 Civil Servants. Within that, with responsibility for an annual budget of over £10bn, the Army is a major part of the Ministry of Defence and one of its largest operating centres who employ around 12,000 Civil Servants located at over 300 locations supporting the 110K regular and reserve soldiers across the Army. This Civil Service workforce is diverse, with many different functions and professions ranging from police officers, security guards, trainers, human resources, teachers, and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff. We are looking for an enthusiastic and motivated Higher Executive Officer (HEO) to join our Personnel team. This is a fantastic opportunity to join HQ North, a Joint Military Command (JMC) in the North of England. In this role you will be the Subject Matter Expert (SME) on all discipline related matters, advising the Commander and key staff on all aspects of discipline and all associated Joint Personnel Admin inputs. If you have excellent communication and organisational skills and are a team player with the ability to use your own initiative, this could be the role for you! This rile is advertised at 37 hours a week. Job Description As the Discipline Higher Executive Officer, your main responsibilities will include: Discipline lead for HQ North Area of Responsibility (AoR), provide advice to Commanding Officers and Adjutants relating to all casework as the SME Provide bespoke discipline reports, identify any trends on the nature of offending and timelines to complete casework Staffing and resolution of Service Compliant (SCs) for Command in accordance with policy. Liaison with Army Personnel Centre (APC), SC Secretariat and other stakeholders as required Regular monitoring of Service Complaints and maintenance of records on the Joint Personnel Administration (JPA) system Provide draft decision letters and directed letters on SC and Major/Minor Administrative Action casework Process Pay and Allowances Casework and Complaints (PACC) casework documentation Manage, co-ordinate and update the Climate Assessment (CA) programme Liaise with units to ensure CA changes are complete prior to the commencement of the CA survey and monitor the attendance of the survey Responsible for staffing Warnings and Sanctions (WS) and Service Law (SL) casework in accordance with policy requirements Responsible for taking notes at interviews and preparing briefs for the Command as the Deciding Officer Maintenance of casework log and JPA records. Monitoring progress of casework up the chain of command, monitoring delay Complete monthly 100% Command assurance of HQ North Units on JPA in accordance with Army Personnel Service Group policy and guidance Provide monthly returns on drug admittance, Compulsory Drug Testing and Absent Without Leave (AWOL) cases Liaison with all AoR Units and higher formations in all Discipline/SC matters. You will communicate effectively with diverse groups of people, within and outside the MoD, and across many grades and ranks. The role requires a working knowledge of MS Office, and excellent people skills. You will adapt to changing priorities and be flexible in your approach to your responsibilities. You will be adept at collating and analysing information from a variety of sources, and at communicating it in the optimal form to influence others.
