We have an exciting opportunity for a Procurement Manager to join our Finance team.
The purpose of the role is to lead the Procurement function, ensuring value for money, legal compliance, and alignment with institutional goals. The role manages two Procurement Officers and a Paralegal Administrator. The role will work to foster a collaborative and high-performing team to support procurement activities across the university.

Job Title: Procurement Manager

Responsible for: The University’s procurement activities
Job Purpose:
To lead and manage the university’s procurement function, ensuring value for money, legal compliance, and alignment with institutional goals. The role manages two Procurement Officers and a Paralegal Administrator. The role will work to foster a collaborative and high-performing team to support procurement activities across the university.
Main Duties & Responsibilities of the role:
1. Develop and implement procurement processes aligned with university objectives.
2. Promote sustainable and ethical procurement practices.
3. Lead on major procurement projects and contract negotiations in liaison with Financial Controller and external procurement consultant as required.
4. Line manage the Procurement Officers and the Paralegal Administrator, providing training, performance management, and professional development.
5. Foster a culture of continuous improvement and service excellence.
6. Ensure procurement activities comply with UK public sector regulations (e.g., PCR / Procurement Act ).
7. Oversee contract management and legal review processes in collaboration with the Paralegal Administrator.
8. Oversee insurance renewal and claims administration.
9. Maintain accurate records and audit trails for procurement decisions.
10. Build strong relationships with academic and professional services departments.
11. Act as the key point of contact for procurement queries and guidance.
12. Liaise with external suppliers, consortia, and legal advisors.
13. Comply with relevant legislative and other requirements (e.g., the Data Protection Act and GDPR; Health and Safety; UKVI; and Equality and Diversity) in all working practices.
14. Undertake such other duties as may be required commensurate with the level of responsibility of the post.
