Our goal as a clustered ICB is to lead and support delivery of the four Integrated Care System (ICS) aims across the geographies: improving population health, tackling inequalities, enhancing productivity and value for money, and supporting NHS to aid broader social and economic development.
Job Overview
This statutory board level role provides the most senior system‑wide professional and quality leadership across nursing, midwifery, and allied health professions. As a full voting member of the Board and Executive Team, the CNO will shape population health strategy, improve outcomes, address health inequalities, and ensure high‑quality, safe, compassionate, inclusive, and sustainable care.
Main duties of the job
Working closely with Executive colleagues and system partners, you will:
* Provide senior clinical and professional leadership across nursing, midwifery, and AHPs
* Lead quality, clinical governance, safeguarding and infection prevention and control
* Drive system‑wide improvement, transformation and personalised care
* Champion health equity, inclusion and workforce development
* Provide visible executive leadership across a complex, multi‑partner system
Qualifications
* Master's Degree level qualification or equivalent experience in a relevant field
* Current registration as a nursing, midwifery or AHP healthcare professional with the regulatory body (NMC/HCPC)
* Evidence of relevant continuing professional development
* Coaching qualification
Experience
* Substantial proven experience working in complex organisations operating at Board level and/or system leadership experience within a regulatory or similar environment
* Senior operational management experience at Board level within a large complex organisation
* Track record in stakeholder management and partnership development
* Experience managing complex portfolios for a large complex organisation
* Adequate experience of managing highly sensitive situations with multiple stakeholders
* Experience of managing relationships with media, political stakeholders and the public
* Experience providing leadership, mentorship and professional development at a very senior level with demonstrable outcomes
* Experience leading highly complex and contentious improvement at significant scale
* Experience developing and implementing system, corporate and operational strategies that balance multiple priorities
* Experience working with clinicians and other providers to secure improvements to health care services
* Experience of effective joint working with statutory, voluntary or private sector organisations
* Experience delivering improvements to equality, diversity, inclusion and social justice through evidence based reported information

Important notes
Please note that the vacancy has been raised against Shropshire, Telford and Wrekin ICB for technical purposes only. NHS Staffordshire & Stoke-on-Trent and NHS Shropshire Telford and Wrekin are clustering, and successful candidates will join a single executive team working across both ICBs. On appointment any successful internal post holder will remain employed by their current employer.
Please note the ICB is currently consulting with its workforce on proposed changes to contractual base locations and hybrid working arrangements, in order to support closer working as a cluster by moving to a consistent hybrid working model, using a hub and spoke approach with Keele Innovation Centre as the main ICB headquarters, alongside local hubs currently located in Wellington, Burton and Smithfield.
