Specialist Engineering Manager

Job responsibilities
* Maintain, develop and implement effective communication systems for the CMG and external partners, establishing good working relationships with Senior Managers, Director of Estates, Head of Estates, members of Trust staff at all levels including nursing staff.
* Coordinate with all Estates and Facilities staff across disciplines, Emergency Services, External Agencies, specialist sub‑contractors and suppliers.
* Support and deputise for the Head of Estates to ensure building and engineering maintenance services are delivered to a high standard.
* Contribute to good corporate governance throughout the Trust, directing subordinates to comply with all Trust policies and procedures.
* Act as Estates lead in ensuring compliance with all Trust statutory and non‑statutory responsibilities relating to the Trust’s estate.
* Develop a culture of responsiveness, ownership and customer care among Estates staff.
* Provide technical expertise and training across the Estates Maintenance Function, promote communication at all levels and bring innovation to ensure value for money service.
* Oversee health and safety and welfare matters affecting staff in or attached to the area of responsibility, including risk assessment and safe systems of work.
* Serve as Authorised Person for Medical Gas Pipelines, HV/LV Electrical systems and critical ventilation systems.
* Train Estates Operational Managers and Engineering Team in line with the competency matrix.
* Lead development of the Trust’s CAFM system to manage records and assets, ensuring operational changes are implemented.
* Make key decisions on HTM and statutory compliance, develop risk‑based responses to engineering standards.
* Manage external specialist engineering contractors and staff, ensuring SLAs and KPIs are met.
* Lead the training and development of authorised and competent persons, both internal and external.
* Communicate technical, safety and major operational issues to Estates Directors following the communication strategy.
* Conduct specialist engineering audits and condition surveys for governance and senior teams.
* Contribute to the estates risk register and negotiate with contractors, suppliers, authors and service leads.
* Lead complex specialist engineering projects to improve compliance, and the operational lead on capital improvement projects, defining requirements and ensuring handover to operational management.
Manage the operational pay and non‑pay budget (£2.5 million) for the site Specialist Engineering Team, identify and deliver CIP plans in line with CMG/Corporate area targets, maintain physical assets, and line‑manage team performance, attendance, training and appraisal.
Qualifications
* Qualified to Masters Level (or equivalent experience).
* Degree/Diploma in Mechanical, Electrical or Building Service discipline or equivalent significant experience.
* Member of a professional institution (e.g. IHEEM, IEE, IET, I.Mech, CIBSE).
* Recognised training qualification or apprenticeship in Electrical or Mechanical Services.
* Recognised management qualifications.
Experience
* Considerable experience in specialist engineering installation and maintenance of systems.
* Line management and supervisory experience over staff and contractors in an acute hospital environment.
* Experience as an Authorised Person (Medical Gas, High Voltage).
* Experience with Computer‑Aided Facility Management systems.
* Extensive knowledge of healthcare engineering services (HV/LV, water, ventilation).
* Experience working in an acute or non‑acute hospital setting.

* Apply fine instruments and interpret findings to provide solutions.

Salary
£57,528 to £64,750 a year (or pro rata for part‑time hours).
