We’re seeking experienced and impartial Investigating Officers to undertake complex and sensitive employment investigations across a wide spectrum—from grievance and disciplinary matters to whistleblowing. This is a vital role within People Services, ensuring our People processes are fair, transparent, and aligned to legal and ethical standards.
Main Responsibilities
What You’ll Be Doing
Planning and undertaking investigations in line with agreed Terms of Reference
Gathering and analysing documentary and testimonial evidence
Conducting professional, empathetic interviews with key individuals
Producing clear, structured, and probative investigation reports to enable decisions to be made by Deciding Managers
Engaging with internal stakeholders and legal advisors as needed
The Ideal Candidate
You’ll be someone who,
Demonstrates integrity and impartiality, and works to maintain confidentiality at all times
Brings proven experience in conducting employment investigations
Understands employment law, ACAS guidance, and People policies
Communicates with clarity and confidence—verbally and in writing
Works independently and manages multiple priorities with professionalism
Builds trust quickly and works with empathy, discretion, and sound judgement
Writes insightful reports and presents findings objectively to senior leaders
Can offer your time flexibly, on demand, during the Council’s core working hours (Monday to Friday, 8am-6pm)
Is willing to travel to a variety of Staffordshire County Council sites or associated venues in order to conduct investigation interviews, present findings to Deciding Managers and to meet regularly with the People Services team.Interviews will be held on an ongoing basis.
