We have an exciting opportunity to lead the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme aims to deliver digital services that will transform environmental regulation.
You will play a key role within the Programme Management Office (PMO), providing valuable input into the financial and business management to support risk mitigation, remove barriers, and ensure value for money.
We are looking for someone with a strong track record in managing complex financial information, collaborating to drive value for money, and influencing ongoing investment.
Responsibilities include:
* Understanding the financial and economic cases underpinning the Programme’s business case and spending review bids.
* Aligning programme deliverables with strategic objectives and owning change control processes.
* Supporting the Programme Manager to ensure changes to Time, Cost, and Quality are assured and affordable.
* Managing stakeholder queries and delivering regular financial and programme reports across EA, Defra, and external suppliers.
* Supporting investment and funding activities with the Programme Manager and Director.
* Ensuring compliance with governance and assurance requirements.
* Supporting business management through whole life cost allocations.
The Team
The Digital, Innovation and Programmes team oversees the Digital Strategy and its implementation, shaping the delivery of digital services that transform regulation.
You will work with a multidisciplinary team, including Defra shared services and third-party suppliers, to develop user-centered online services and digital platforms that are efficient, simple, and fast.
Experience and Skills Required
Beneficial but not essential:
* Experience in fast-paced, dynamic programmes
* Extensive digital skills (Microsoft Office suite, PowerBI, etc.)
* Experience managing complex financial data
* Understanding of financial, business planning, and budgetary processes, including charge funding, CDEL, and RDEL
* Experience with business cases, approvals, and assurance routes within EA and Defra
* Experience in digital programmes (helpful but not essential)
* Knowledge of governance around spend control and assurance
* Proven ability to lead work areas, engage stakeholders, and drive innovation
