Devon and Somerset Fire and Rescue Service, the largest non-metropolitan Fire and Rescue Service in England, has the opportunity for an Organisational Learning and Evaluation Support Officer to join our Organisational Assurance team based at our Service Headquarters in Exeter. This is a permanent, full time position (37 hours per week) that offers a competitive salary starting at £38,220 and rising annually to £40,777 (gross) per annum.
Responsibilities
* Support the development and continuous improvement of organisational learning, evaluation and assurance processes.
* Capture, analyse and support the embedding of learning from reviews, inspections and performance activity.
* Design and implement evaluation frameworks, methodologies, and tools to assess performance, outcomes and impact.
* Collect, analyse and interpret qualitative and quantitative data to generate insight and inform decision making.
* Produce clear reports, dashboards and visualisations to communicate trends, findings and recommendations.
* Undertake assurance activity, including compliance checks, dip testing and Fire Standards assurance.
* Monitor and report on actions, risks and progress against improvement plans, including inspection activity by His Majesty's Inspectorate of Constabulary and Fire and Rescue Services (HMICFRS).
* Work collaboratively with internal and external stakeholders to align learning, evaluation and assurance activity.
* Ensure alignment with national standards, including HMICFRS, Fire Standards and guidance from the National Fire Chiefs Council (NFCC).
* Promote a culture of continuous improvement and organisational learning, including delivering support, guidance and representation where required.
Qualifications
* Ability to undertake a variety of advanced tasks, including designing, implementing and embedding learning, assurance, information and data, and evaluation processes, to then translate the findings into actionable recommendations that drive Service improvement.
* Ability to collate and analyse complex qualitative and quantitative data and effectively report on outcomes, trends and recommendations.
* Detailed understanding of a variety of evaluation, assurance or organisational learning methodologies and performance monitoring approaches.
* Ability to influence peers and managers for which there is no direct line management responsibility and build effective working relationships across organisational levels.Strong interpersonal and communication skills with confidence to present complex information clearly to internal and external audiences, including senior stakeholders.
* Detailed and advanced knowledge and practical experience of a variety of risk identification, governance processes and action planning frameworks to support organisational assurance and Service improvement.
