Strategic Design and Transition Programme - Strategy Policy Lead – 32167

We are looking for an experienced Strategy and Policy Specialist to lead the new Strategic Design and Transition Programme, analysing the Independent Water Commission’s (IWC) report and shaping the future of the EA.
Responsibilities
* Provide high‑quality, balanced, evidence‑based advice to support future thinking around the IWC recommendation to create one single water regulator.
* Engage colleagues across Government, within EA and other regulators to ensure alignment and collective progress.
* Seek and recommend improvements to water regulation ahead of any legislative change.
* Support Government Departments by coordinating EA views and advice on future policy.
* Challenge constructively and embrace diverse thinking, keeping pace in a fast‑moving environment.
* Assist other projects and workstreams within the programme as needed.
* Actively contribute to a high‑performing, agile team culture, managing demand and ambiguity.
Qualifications
* Deep knowledge of environmental management and/or the water sector, including its governance and EA’s role.
* Experience developing policy in central government and working with economists, scientists and other specialists.
* Strategic thinking and decision‑making ability.
* Excellent communication and engagement skills, able to translate complex issues into clear, targeted advice.
* Proven ability to work across boundaries and influence at all levels.
Additional Information
Location: Flexible; based at an EA Office. Some travel required, including occasional overnight stays.
Contract length: Up to 12 months.
