Minimum Hours: 30 hrs per week, however technical training will involve F/T Hours (6 weeks)
Organisational Overview
The Office of the Public Guardian (OPG) protects people in England and Wales who may not have the mental capacity to make certain decisions for themselves, such as about their health and finance. We are an Executive Agency of the Ministry of Justice (MoJ), set up in 2007 following the introduction of the Mental Capacity Act of 2005.
OPG is responsible for registering lasting powers of attorney (LPA) and enduring powers of attorney (EPA) and supervising deputies who are appointed by the Court of Protection.

Team Overview
Investigation Services forms part of OPG’s “Supervision & Investigation Services” (SIS) that sits within the Operations Directorate. The Investigations Team are responsible for undertaking investigations across England & Wales, where concerns have been raised in to how Attorneys appointed under registered Lasting Power of Attorney and Enduring Powers of Attorney are acting on behalf of donors. The HEO Investigation Services Team Leader role is responsible for leading a team of 6 investigators and ensuring that all investigations are undertaken in a timely way, meeting the rigorous levels of quality for an OPG investigation. The HEO will be responsible for signing and agreeing investigation reports that will go to Public Guardian Signatories and the Court of Protection (COP). Whilst this role is incredibly challenging it also rewarding, and you would be joining a Leadership team that works well together and supports each other.

Job Summary
As HEO you will be responsible for managing a team of Investigators, overseeing HR, signing of investigation reports and allocation of work. Below is a more detailed list of requirements.
An individual that is highly motivated, enthusiastic and has a proven track record in leading teams through transformation and maintaining operational delivery.
Leading through visibility is key, whether through individual 1:2:1’s, team meetings to being sat with staff, this role requires people leaders first and foremost.
The volume of work is high, as is the complexity therefore an individual who can demonstrate high levels of resilience, whilst learning and delivering is key.
You will need to have a natural strength in communicating and negotiating, whether that’s delivering team meetings, presenting across the whole of investigations services Circa 200+ individual’s, working and building relationships with other parts of OPG or wider stakeholder engagement.
An ability to do the “right thing” even if other pressures detract from that, as the individuals we are there to protect are some of society’s most vulnerable citizens who may have lost mental capacity.
Key Responsibilities
* Leading your team to ensure prioritisation of work is undertaken.
* Maintaining an oversight of cases in your business area that are being worked. Checking in on progress and providing technical support during case conferences / discussions as required.
* Train team members to undertake investigations / triaging of concerns in accordance with policy, technical guidance, Job cards and tools.
* Communicate with your team, senior managers, colleagues and stakeholders with clarity, respect and professionalism, demonstrating the OPG’s values.
* Operating a positive culture on team to encourage staff to think outside the box, looking at Continuous Improvements (C.I) and opportunities to improve services.
* Provide appropriate support to colleagues with regard to their well-being, including any specific requirements; ensure that all staff have the resources, expertise and support needed to perform to a high level.
* Review productivity levels across your team, recognising success and rewarding accordingly, providing support to help those that require help and following formal processes where required.
* Ensure you and your team are aware of MoJ/OPG priorities and plans and how you contribute towards them; work with colleagues in Legal, Policy and other teams to deliver these.
* Take responsibility and care for your own Health and Safety and for the safety of others and abide by OPG Health and Safety Procedures.
* Follow all relevant OPG Policies, Protocols and Procedures as required
