I’m currently recruiting on behalf of a forward-thinking organisation seeking an experienced Category Manager to lead public sector procurement activity across key categories.
This is an excellent opportunity for a procurement professional with strong public sector experience and a solid working knowledge of the Procurement Act 2023 (PA 2023) to step into a strategic leadership role, managing a small team and delivering compliant, value-driven procurement solutions.
The Role
As Category Manager, you’ll be responsible for shaping and delivering public sector category strategies, ensuring procurement activity is fully compliant with PA 2023 and aligned to best practice. You’ll lead a team of Buyers, manage key supplier relationships, and work closely with stakeholders to deliver transparent, robust, and effective procurement outcomes.
Key Responsibilities
* Develop and deliver public sector category and contract strategies in line with organisational objectives and the Procurement Act 2023
* Oversee the design and implementation of contract and framework management approaches
* Monitor contract and supplier performance using KPIs, audits, and compliance reviews
* Manage strategic supplier relationships, including dispute resolution and performance improvement
* Collaborate with procurement teams and stakeholders early in the lifecycle to embed measurable KPIs, social value, and performance outcomes
* Ensure all procurement activity meets PA 2023, internal governance, and policy requirements
* Lead, motivate, and develop a small team of Buyers, including performance management and skills development
* Act as a subject matter expert on public sector procurement legislation and best practice
Candidate Profile
* Degree-level education or equivalent professional experience
* MCIPS qualification (or working towards)
* Proven experience delivering large-scale public sector procurements, including complex contracts or frameworks
* Strong working knowledge of the Procurement Act 2023 and its practical application
* Leadership experience with excellent stakeholder engagement skills
* Confidence in communication and negotiation within regulated environments
* Full driving licence (desirable)
