Warwick District Council is looking for an experienced and customer‑focused Repairs Manager to deliver the transition between the current and future repairs and voids contract, and embed new arrangements to maximum effect. You will transform the current service, delivering a new ‘first point of contact service’ in response to consultation with its residents. Improving void performance to lift the Council to a top quartile performer is an exciting challenge for this role. The new contract has a potential 15‑year life and value up to £150 million.
Reporting to the Asset Manager, this role holds responsibility for the development, management, monitoring and delivery of the Repairs Policy. You will act as the Council’s Lead Officer for its delivery, meeting Service Area Plan targets and supporting the Council’s Corporate Strategy and Objectives plus linking into the housing investment plans.
The postholder will ensure the responsive repairs service maintains housing assets to the highest standard, meeting all statutory and regulatory requirements. The role will manage the outgoing repairs and voids contract, and will be responsible for the mobilisation of the replacement contract from late 2026 and embedding the Council’s approach to Awaab’s Law. Maximising performance against repairs‑related tenant satisfaction measures is key.
Responsibilities
* Lead 15 technical, administrative and contact‑centre staff, enhancing a customer‑centric culture in line with the Council’s values and service standards.
* Directly manage 3 technical and contact‑centre team leaders, 2 contract administrators and a Voids Officer.
* Effectively and robustly manage the core repairs and void contractor ensuring performance meets required standards.
* Ensure effective identification of repairs and appointment making at first point of contact.
* Oversee the responsive repairs aspects and performance of gas, electric and other specialist compliance contracts, in conjunction with compliance officers.
* Act as the main point of contact for clients, providing technical advice and support.
* Have oversight for all budgets and ensure effective processes for valuations and prompt contractor payments.
* Ensure the team and contractors are complying with all health and safety and compliance requirements.
Qualifications and Experience
* Professional membership (RICS, CIOB or equivalent).
* Significant experience managing a repairs service, ideally with external contractors.
* Excellent contract and project management skills.
* Knowledge of health and safety and the Big 6 compliance areas related to repairs and voids.
* Strong communication, problem‑solving and organisational skills.
* Driving licence or access to transport.

The intention is for the postholder to work predominately from Saltisford 1 or the Town Hall, however there will be the ability for hybrid/home working for parts of the week. It is a requirement to attend other WDC offices or sites within Warwick District, and contractors’ offices within the Midlands as required. Any costs for travel from home to the office will be met by the successful candidate.
This role will require attendance at evening meetings.
