Divisional Director of Enforcement and Intelligence - Newport or London (IPO\\\'s office locations)About the jobJob summaryThe Divisional Director of Enforcement and Intelligence will drive the IPO\\\'s counter-infringement strategy forward, working with law enforcement, Trading Standards, and private stakeholders. The role will lead the teams responsible for intelligence, enforcement policy, outreach, and campaigns, totalling around 55 staff, with a budget of circa £5 million. This position is accountable to the Director of the Enforcement, Business & International Directorate (ENBID), who serves as a member of the IPO Board. The purpose of this role is to assist the ENBID Director in managing this high profile business unit, as a senior leader demonstrating the IPO\\\'s values: adaptable, accountable, connected. This role drives a wide-ranging agenda, including IP enforcement, the implementation of the IP Crime Centre of Excellence Programme, and national campaigns to reduce infringement. Specific Objectives: Delivering on our IP Counter-Infringement Strategy, including completing the multi-year programme to establish a national centre of excellence for developing and analysing intelligence on the enforcement of IP rights. Finalising a new funding model for the IPO-sponsored Police Intellectual Property Crime Unit (PIPCU). Developing and maintaining strategic awareness on domestic and global enforcement of IP rights. Continuing to be a world leader on IP enforcement.Coordinating the UK\\\'s fight against IP crime and infringement.Empowering consumers and raise awareness and understanding of IP crime and infringement and the risks surrounding it.The post holder will also be a core member of the IPO senior leadership team and will play a wider corporate leadership role. They will report into Director of the Enforcement, Business & International Directorate (ENBID), who serves as a member of the IPO Board in an Agency with policy and operational responsibilities. The IPO is viewed as cutting edge in Whitehall for its work to adopt lean and agile approaches to its work and digital expertise, improving the efficiency and quality of our services.Job description Main Responsibilities: Leading the teams responsible for intelligence, enforcement policy, outreach, and campaigns, totalling around 55 staff, in an environment allowing a diverse range of staff to flourish. Representing the IPO at a senior level within and outside government. Promoting understanding and awareness of our enforcement work within the Policy Group and across the IPO. Owning senior relationships, strengthening bilateral and multinational relationships, and sharing best practices. Embedding and building a culture of well-researched, effective, and forward-thinking policy interventions accompanied by a commitment to robust monitoring, evaluation, and continuous improvement. Building and maintaining the confidence of ministers, providing high-quality, politically astute written and oral advice. Managing a budget of circa £5 million per annum to ensure value for money. Person specification What We Are Looking For: The postholder will be expected to meet the core competencies for SCS1. Strong Leadership Skills: Experience in inspiring and empowering diverse teams, increasing capability, professional excellence, and performance to achieve quality outcomes. Delivering Results: The post comprises both policy and policy delivery aspects in a pressured environment, so it is important to be able to deliver at pace, with quality, and value for money. Excellent Track Record in Influencing and Communicating: Highly developed personal skills, alongside written and oral communication skills, with the ability to brief to the highest level on complex issues, presenting in a clear and concise manner. Outstanding Ability to Work in Partnership: Forging excellent relationships and adept at successfully influencing, challenging, and negotiating, both to deliver objectives and to gain the confidence of senior stakeholders, delivery bodies, and international organisations.
