Detailed job description and main responsibilities

Responsible for Data Quality, Clinical Coding and Contracting & CDS teams.

Deputise for the Director Performance and Information where required.

To be accountable for the delivery of a high quality information and performance monitoring service on behalf of the Trust the postholder must work closely with clinicians and all levels of management within the Trust, the local host Clinical Commissioning Group and other commissioners. The post holder will establish working relationships with other external NHS organisations, e.g. the NHS England, DoH, Other NHS Providers etc.

The post holder will be corporately responsible for monitoring performance against national and local targets and develop processes and procedures for such monitoring across the Trust.

The post holder will manage a team of highly skilled analysts, Clinical Coders and data quality officers and will be responsible for the day to day management, including performance monitoring, appraisals, etc.

Developing policies and procedures in relation to Information and Data Quality.

Develops and monitors budgets for Information Services.

Work with the NUH organisation to convert strategic objectives into intelligence and analysis.

The post holder will be jointly responsible with the Head of Business Intelligence and reporting for the reporting of all NHS and DHSE statutory returns, will be corporately responsible and accountable for accuracy and quality of the information reported on behalf of the Trust and will ensure all returns are submitted on time.

The post holder will be jointly responsible for collection and reporting of information that not only supports management needs, but supports clinical governance improvement, acute trust performance management and local decision making within the health economy. Information and analysis teams need to be responsive to organisational changes and requirements.

Promote improvements in data quality and data collection and recording.

Horizon scan for the latest developments in data and information management, for example look for new technologies, such as SNOMED CT, System changes, machine learning and artificial intelligence.

Ensure the Information teams are equipped to do their job, including hardware, software and skills, such as new technologies.

Design and implement a quality and performance surveillance unit to ensure the Trust fully understands its position at a ward level, but also against national standards and peers. Take action and make recommendations where necessary to ensure performance information is correctly recorded and reported.

Continue to prioritise the roll out of the Nervecentre and Insource platforms, ensuring the timescales meet current project deadlines, such as upgrades and new modules of the new EPR.

Liaise with a diverse range of stakeholders, Board members, clinicians, Information, Clinical Coding, Data Quality, Directorate Management teams, Finance and HR.

Liaise with senior system users and system managers to map business processes so that data items are directly available or derived, wherever possible to support the needs of the service.

Planning developments and workload over timescales of projects that may last years integrating many complex requirements of internal and external end users.

Evaluation of new products and technologies and consider their usage as solutions within the information development work programme, for example delivery of intelligence on handheld or tablet devices.

To continually strive to improve the effectiveness, performance, ease of access and understanding of existing interfaced NUH systems.

Form important links between technical staff and end users, by communicating effectively between both groups of people and converting business requirements into system specifications and design, by a process of business analysis.

To support the data warehousing by ensuring that schema in the warehouse reflects the reporting needs of the service.

Contribute to the design and development of all future system modules to be included in the Business Intelligence solution and manipulation of relevant data sources.

Support the development of performance measures, including contract targets and indicators e.g. QIPP, CQUINs (Clinical Quality Indicators), and Quality etc.

Continually look to enhance the format of information presented and seek to provide innovative representations for a range of information.

Understand the principles of the Data Protection Act and Caldicott principles to ensure the practices of the information services department and information flows protect the security of patient information at all time.

Ensure that national changes to information reporting are reflected on EPR and that the quality of data is not at risk. Ensure hospital staff that collect data are aware of changes and that the necessary policies and procedures are updated.

Deputise for the Deputy Director of Information & Performance as appropriate and provide short‑term cover for colleagues during periods of leave.


Other duties

* To work within all current policies and procedures.
* To undertake any other duties which may reasonably be required by the Deputy Director of Information & Performance.

Underage applicants

* Spend 20 hours of more a week working or volunteering, while in part‑time education or training


Salary

The quoted salary will be on a pro rata basis for part time workers.

NUH authenticate ID and right to work documentation including passports and driving licences through a system called Trust ID. NUH will scan your ID and right to work documentation into the Trust ID system at your face‑to‑face ID appointment. The system will run a check against the key security features within your documentation. The system will provide us with an outcome of your check which will be stored securely on your personal file along with all other pre‑employment check documentation.

* Transfer of information: If I have previous NHS service - I consent to the transfer of my Electronic Staff Record (ESR) data between this and other NHS Trusts. I also consent to the Occupational Health Department confidentially accessing my occupational health records from my current or previous employer in order to check the status of my vaccinations, immunisations and screening tests as relevant to the post. I understand this is an automated process and the information will only be used for these purposes prior to me taking up the position at NUH.
* Disclosure and Barring Service: Your post may be subject to a DBS check which incurs a cost dependent on the level of check required (£49.50 for enhanced and £21.50 for standard). I agree to reimburse Nottingham University Hospitals NHS Trust the cost of a Disclosure and Barring Service check if it is required (by deduction from first month’s pay).
