Senior Quantity Surveyor – UI Social Infrastructure (Brentwood)
Responsibilities
* Commercial Lead: Be the commercial lead on a long‑term partnering framework and be responsible for the commercial success of projects whilst adhering to commercial administration procedures.
* Pre‑Contract
o Prepare tenders as directed, checking quantities, scope and programme.
o Compile tender event schedule for pricing.
o Analyse subcontract tender quotations for exclusions and conditions, and compile tender offering to client (minimum 3 quotes).
o Adhere to internal settlement gateways prior to tender return release.
o Advise client on tender qualifications, allowances and ensure pricing is inline with the partnering framework.
* Project Delivery
o Co‑operate and work in partnership with the project team to ensure consistent delivery of successful projects and support achievement of business unit objectives.
o Support the Operations Manager in ensuring all significant project issues and correspondence are observed, notices issued, records kept and documents stored to protect the company’s position.
o Provide advice to the management team on contractual, valuation and measurement matters.
* Procurement
o Prepare and implement the project procurement strategy with the Operations Manager.
o Support the Group Procurement Department by communicating buying deals to subcontractors at tender stage and applying them at order stage.
o Chair subcontract interview meetings in association with the Operations team.
o Prepare subcontract enquiries, site measurement, and formulate the tender list in consultation with the wider management team.
o Negotiate sub‑contract packages to deliver the most favourable outcome for the company.
o Draft and place sub‑contract orders as authorised, ensuring no subcontractors commence on site without a completed order.
* Main Contract
o Support the Operations Manager in providing monthly reports to the client, ensuring accurate forecasts of rolling draft final account, variations, and contractual notices.
o Develop and maintain close relationships with client, consultants and subcontractors to continuously improve customer experience and obtain repeat business.
o Evaluate, submit and agree the price of CVIs, provisional sums and demonstrate value for money.
o Prepare and agree monthly valuations with the client’s representative, ensuring invoiced and paid on time.
o Prepare and submit alternative proposals for material and specifications to the client for approval.
o Prepare and agree quarterly open‑book audits (cost and value reconciliation) and reach final account position yearly.
* Subcontract
o Negotiate interim valuations and final accounts, ensuring necessary measurement and documentation of variations.
o Measure, value, negotiate and check all subcontract interim and final account applications and process payments in accordance with construction act and legislation.
o Inform the Commercial Manager of potential claims and prepare necessary documentation.
o Prepare responses to claims for loss and expense after liaison with line manager.
* Financial
o Full project profit and loss accountability, competent use of company cost system, and manage CVR process.
o Accurately forecast cash and maximise project cash position without compromising contractual relationships.
o Monitor profit plans, raise alarm signals when contracts stray outside cost and profit parameters, and seek to maximise margins with the Operations Manager.
o Monitor preliminaries/site management costs and advise on remedial actions.
o Prepare and present commercial elements at site monthly contract review meetings.
* Legal / Dispute
o Assist in preparing claims and dispute management to correct cost and value imbalances.
o Draft and send contractual letters and supporting information.
o Study contract documents, advise on onerous conditions, and prepare briefing notes for Operations Manager.
o Ensure comparison of contract documents with tender documents and advise on anomalies.
* People Responsibilities
o Manage team responsibilities, undertake performance and development reviews, and coach team members.
* Other
o Attend site meetings and client meetings as required.
o Collate insurance claim documentation and support dispute management.
o Continuously improve commercial, legal and contractual awareness and compliance with document control system.
o Engage in community activities within and outside normal working hours.
o Work in one or more locations as required.
Qualifications
* BSc in Quantity Surveying or a similar commercial related course.
* Professional qualification MRICS or MCIOB desirable.
* Good data interrogation skills.
* Line management experience.
* Commercial awareness with solid legal and contractual knowledge.
* Experience of management accounts.
* Proficient in Microsoft Office, especially Excel and Access, and keen to extend knowledge of software packages.
* Commercial contracting experience.
* Re‑measurement skills.
* Previous experience in construction or a similar sector.
* Valid driving licence and CSCS card at appropriate level.
* Take responsibility for own development.
