Role
The Contracts Manager is responsible for the commercial and contractual oversight of Warm Homes Local Grant and Warm Homes Social Housing Fund retrofit programmes. The role ensures that projects are delivered safely, compliantly, on programme and within budget, while meeting all funding, contractual and PAS 2035 requirements.
The Contracts Manager provides senior leadership across multiple projects, working closely with Project Managers, TLO's and Site Managers, overseeing subcontractor performance, and acting as a key interface with clients, funders and internal governance teams.
Key Responsibilities
Contract & Programme Management
* Lead the delivery of multiple WHLG and WHSHF retrofit contracts from mobilisation through completion
* Ensure full compliance with contract terms, funding conditions and client KPIs
* Oversee project programmes, resourcing plans and delivery strategies
* Identify and manage programme risks, dependencies and mitigation measures
* Ensure effective mobilisation, governance and reporting structures are in place
Commercial & Financial Management
* Maintain overall responsibility for contract budgets, cost control and margin protection
* Oversee valuations, applications for payment and support funding drawdowns
* Manage variations, change control and compensation events in line with contract terms
* Monitor forecast outturn costs and cashflow across programmes
* Support audit readiness for funders and clients
PAS 2035 & Technical Compliance
* Ensure retrofit works are delivered in line with PAS 2035 / PAS 2030 requirements
* Oversee compliance across the retrofit supply chain, including Designers, Coordinators and Installers
* Ensure quality assurance processes, inspections and evidence capture are embedded
* Support technical audits and scheme compliance checks
Supply Chain & Resource Management
* Lead subcontractor procurement, appointment and performance management
* Ensure subcontractors meet competency, accreditation and compliance requirements
* Monitor performance against quality, programme, cost and resident satisfaction KPIs
* Implement corrective actions and improvement plans where required
Leadership & Team Management
* Provide support and direction to Project Managers, Site Managers and TLO's
* Set clear performance expectations and manage outputs across the delivery team
* Promote a strong culture of safety, quality and resident-focused delivery
Health, Safety & Environmental Oversight
* Hold overall responsibility for health and safety performance across contracts
* Ensure compliance with CDM Regulations and Broad Oak H&S policies
* Promote best practice in environmental management and waste reduction
Client & Stakeholder Management
* Act as senior point of contact for clients, local authorities and housing providers
* Attend progress meetings
* Manage escalations, disputes and contractual issues
* Build strong working relationships with clients and key stakeholders
Reporting & Governance
* Ensure accurate, timely and transparent reporting to clients and internal boards
* Monitor KPIs, resident satisfaction, social value and compliance metrics
* Contribute to lessons learned and continuous improvement across retrofit programmes
* Support bid teams with operational and commercial input for future opportunities
