The post holder will own the next stage of setup for an Integrated Programme Management Office (PMO), led by DCMS. This includes designing and implementing a PMO structure across HMG delivery partners and leading workstreams to ensure high-quality practices. The post reports to the G6 Head of PMO.
Job Responsibilities:
1. Develop and implement first-class PMO practices to set up successful programme delivery, providing guidance and support to colleagues.
2. Manage programme governance, including establishing rhythms for internal, cross-Government, and reporting requirements.
3. Build and maintain collaborative relationships with internal and external stakeholders, engaging senior stakeholders as needed.
4. Create and oversee internal assurance processes and manage external assurance with NISTA.
5. Lead risk and issue management, benefits tracking, and maintain the programme plan.
6. Support a multidisciplinary team from various professions such as Policy, Analysis, Commercial, and Finance.
7. This role may involve line or task management of up to 2 SEOs and 1 HEO, focusing on support and career development.
Person specification
The ideal candidate will have:
1. Experience leading a PMO in a major programme or working on a major government project (GMPP).
2. Proven ability to develop and manage governance structures, project controls, and reporting.
3. Experience in developing complex programme plans, including scope, deliverables, timelines, resources, and budgets.
4. Experience in benefits management—identifying, quantifying, and tracking programme benefits.
5. Experience establishing risk and issue management processes.
6. Line management experience, especially in team development.
7. A recognised project or programme management qualification (e.g., APMQ, MSP, PRINCE2, PLP).
