Senior Programme Manager - Estates

Please note: at this stage, the role is open only to colleagues currently employed by the Kent and Medway Integrated Care Board (ICB) and Southeast Integrated Care Boards; and current at-risk employees within Kent and Medway NHS Trusts.
The Senior Programme Manager - Estates leads delivery of a portfolio of primary, community and neighbourhood healthcare estates projects across Kent and Medway, ensuring alignment with ICB priorities and national policy.
The postholder manages complex programmes including business case development, budgets and contracts, ensuring compliance with regulatory and procurement requirements and delivering value for money.
Main duties of the job
- Responsible for delivery of a defined portfolio of projects within the NHS primary, community and neighbourhood estates programme in Kent and Medway, ensuring alignment with ICB and national strategies and policies and using a multidisciplinary approach.
- Ensures that delivery of the estates portfolio supports services to meet the needs of residents, working closely with colleagues across the ICB and system partners to ensure integration.
- Provides oversight and management of processes, communications and requirements in relation to general practice payments and premises schemes in line with the NHS (General Medical Services - Premises Costs) Directions 2024, providing subject matter expertise to the primary care estates and primary care contracting and commissioning teams. This will include managing the ICBs relationship with the District Valuer.
- Manages business case development, budgets and contracts for relevant programmes and projects, ensuring compliance with legal and regulatory processes and delivering value for money.
- Acts as the owner for strategic relationships with specific partners, including NHS Property Companies and Local Authorities, contributing to the development and delivery of joint commissioning and estates strategies and plans.
Person Specification
Qualifications
- Educated to Master's level or able to demonstrate equivalent experience in estates programme management, capital planning, contracting/commissioning, or a related field.
Experience
- Experience in the application of The NHS (General Medical Services - Premises Costs) Directions 2024 to general practice.
- Experience working with NHS providers, local authorities, planning departments, contractors and system partners.

- Ability to analyse highly complex estates, financial and technical information and develop clear, evidence based recommendations.
- Strong negotiation, influencing and conflict resolution skills, including in politically sensitive environments.
- Strong programme and project management skills, with the ability to deliver complex estates projects to time, quality and cost.
- Ability to interpret national policy, legislation and technical guidance and apply them to local estates programmes.
