Post Title Compliance Officer (Equality and Disability) Directorate: Corporate Services, however, may be required to work in any Directorate across the Council Department: Administration however may be required to work in any Department across the Council Reports to: Compliance Manager Location: City Hall, Bangor however may be required to work at any location within the Council Salary Scale: PO1, SCP 29 - 32 £39,862 to 42,839 per annum Car User Status: Casual PURPOSE AND FUNCTION OF THE POST To ensure compliance with the relevant legislation e.g. Section 75 Statutory duties to promote equality of opportunity and good relations, Section 49A of the Disability Discrimination Act 1995 (DDA) Section 49A, Safeguarding Board (Northern Ireland) Act 2011 and the Rural Needs Act (2016). In particular the development and implementation of the Councils Equality Scheme and Disability Action Plan and to advise on the development and implementation of Council Policy in relation to these. PRINCIPAL DUTIES AND RESPONSIBILTIES To implement and update all aspects of the Councils Equality Scheme and Disability Action Plan. To implement monitoring arrangements with regard to equality and disability and to recommend appropriate action consistent with the requirements. To organise public consultations on all commitments within the Councils Equality Scheme, and Disability Action Plan To respond to relevant consultations on behalf of Council. To support the relevant policy owners in screening of all Council policies and Equality Impact Assessments where applicable and ensure that the Councils Consultative Panel is representative of all Section 75 categories. To act as Officer Diversity Ambassador on behalf of Council and work in partnership with the nominated Elected Member Diversity Ambassador. To co-ordinate the key performance indicators framework across the Council, liaising with Section Heads and Senior Management Team to ensure all KPIs continue to be relevant. To be a Designated Safeguarding Officer (DSO) assisting the Safeguarding Manager and promote the safety and welfare of children, young people and adults at risk in adherence to the Councils Safeguarding Policy. Collation of evidence and information and responsible for the preparation of the Councils statutory returns in relation to the Annual Progress Report and five year report to the Equality Commission on the implementation of the Section 75 and Disability duties and the Rural Needs Act Annual Monitoring Report. In all areas of Equality, Disability and Safeguarding and Rural needs, to organise relevant training for employees, Members, the Consultative Panel and other identified relevant individuals/ groups. To prepare reports and attend meetings as requested by the Head of Administration. To manage budgets and to utilise resources effectively and in compliance with Council financial standing orders and standard operating procedures. To comply with and promote equality, health and safety in accordance with Council Policies and legal requirement. To undertake any other appropriate duties as may be allocated from time to time in accordance with the general nature of the post. PERSON SPECIFICATION The person specification provides information on the qualifications, experience, knowledge, and skills required to carry out the duties of the post. The essential criteria will be used for shortlisting and as part of the selection process. QUALFICATIONS ESSENTIAL HND/ Foundation Degree or equivalent Level 5 Diploma in a relevant subject area DESIRABLE Degree or equivalent Level 6 qualification in a relevant subject area (e.g. Business, Public Administration, Public Policy) EXPERIENCE ESSENTIAL 2 years relevant experience dealing in subject matter covering Equality, Diversity and Inclusion eg S.75 screening Disability adjustments Safeguarding Rural Needs Act A broad understanding of governance and legal matters Report writing Good current working knowledge of Word and Excel software packages SKILLS AND ABILITIES ESSENTIAL High level influencing skills Excellent organisational skills to self and of others Self-Motivated Ability to work under pressure to achieve targets and timescales. Ability to deliver information to audiences from a wide range of backgrounds OTHER REQUIREMENTS ESSENTIAL A valid driving licence with access to a form of transport that will allow fulfilment of the duties of the post or have access to a suitable form of transport which will enable the post holder to meet the requirements of the post*
