Construction Procurement Manager – Overview
* An experienced Construction Procurement Manager is required to support a social housing provider delivering large-scale capital and construction programmes.
* This interim role will sit within a highly regulated environment and requires a hands-on professional who can balance strategic procurement leadership with practical, day-to-day delivery.
* The focus is on providing strong governance, stakeholder advice, and supplier management while ensuring best value and compliance across complex construction programmes.
Construction Procurement Manager – Key Responsibilities
* Lead and manage the end-to-end construction procurement lifecycle across capital and planned works programmes.
* Develop and implement procurement strategies that align with programme delivery, value for money, and regulatory requirements.
* Manage and support a procurement team consisting of six officers and a dedicated legal resource.
* Oversee supplier and contractor engagement, ensuring effective performance management and compliance.
* Track and report on large, multi-stream programmes of work, providing clear updates to senior stakeholders.
* Advise internal stakeholders on procurement, commissioning, and governance requirements.
* Ensure procurement activities are compliant with relevant legislation and commissioning requirements under the new Act.
* Drive continuous improvement across procurement processes, frameworks, and eTendering systems.
Construction Procurement Manager – Applicant Essentials
Essential
* Significant experience in construction or capital works procurement within a social housing provider.
* Strong leadership capability, including direct management of procurement teams.
* Proven ability to operate in highly regulated environments with confidence and resilience.
* Hands-on experience managing the full procurement lifecycle using eTender portals.
* Relevant procurement qualifications such as MCIPS or equivalent commissioning or procurement training.
* Excellent stakeholder engagement and advisory skills.
Desirable
* Experience managing large-scale capital or regeneration programmes.
* Strong commercial awareness with the ability to challenge and influence at senior level.
* Knowledge of NEC and JCT construction contracts.
