We have an exciting opportunity to contribute to the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform environmental regulation.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the Programme. Your role will support risk mitigation, issue resolution, and barrier removal to ensure alignment with the business case and value for money.
We seek a candidate with a proven track record in managing complex financial information, collaborating to drive value for money, and influencing ongoing investment.
Responsibilities include:
* Understanding the financial and economic basis of the Programme’s business case and spending reviews.
* Ensuring programme deliverables align with strategic objectives and managing change control processes.
* Supporting the Programme Manager in assuring changes to Time, Cost, and Quality, working closely with delivery teams to ensure affordability and value.
* Managing stakeholder queries and delivering regular financial and programme reports across EA, Defra, and external suppliers.
* Assisting with investment and funding activities.
* Ensuring compliance with governance and assurance requirements.
* Supporting business management through whole life cost allocations.
The Team
The Digital, Innovation and Programmes team leads the Digital Strategy implementation, aiming to transform environmental regulation through digital services. You will work with multidisciplinary teams, including Defra shared services and third-party suppliers, to develop user-centered online services and platforms that are efficient, simple, and fast.
Experience and Skills Required
* Experience in fast-paced, dynamic programme environments.
* Proficiency in Microsoft products (Excel, SharePoint, PowerBI, etc.).
* Experience managing complex financial data.
* Understanding of financial, business planning, and budgetary processes, including charge funding, CDEL, and RDEL.
* Experience with purchase order processes and business case approval routes.
* Knowledge of governance around spend control and assurance processes.
* Ability to lead and engage stakeholders, driving innovation and best practices.

This is a flexible, national role with an EA Office base location. Some travel may be required. Support and training will be provided for incident management objectives.
