We are recruiting a Preconstruction/Bid Manager to join a national contractor based near Southampton. They have exceeded all their targets and budgets for 2025 and 2026, with secured pipelines of work through 2028. Due to the volume of opportunities, they are looking to expand their preconstruction team.
The company targets framework opportunities and is secured on the DFE, Pagabo, SCF, and P23, as well as local authority frameworks. They work on bids in education, health, care, and defense sectors, handling 2-stage or negotiated work for key clients, but do not undertake single-stage high-risk projects. Projects are valued between GBP20 and GBP90 million.
The preconstruction team includes bid managers, estimators, design teams, building services, and commercial experts, working collaboratively on each bid to achieve optimal results.
Duties Will Include
1. Develop strategy and assess the feasibility of compliant tenders.
2. Produce non-compliant tenders or alternative proposals in parallel when desirable.
3. Create and monitor bid programs, response trackers, and budgets.
4. Communicate requirements to the bid team and ensure timely submissions.
5. Provide technical and operational input for technical solutions.
6. Identify project risks and implement mitigation strategies.
7. Write, review, or contribute to technical and SHEQ responses.
8. Ensure tender responses meet all requirements.
9. Coordinate estimating strategies with the Estimator or Estimating Manager.
10. Lead procurement of designers, subcontractors, and suppliers.
11. Chair meetings with prospective partners on critical packages.
12. Set project program strategies with the Planning Manager and support the Project Planner.
13. Review and manage the project program.
14. Ensure response review gateways are met and implement mitigation measures for delays.
15. Manage technical queries with clients and suppliers.
16. Develop and produce alternative or non-compliant proposals when appropriate.
17. Manage the bid process from PQQ to award, working with internal and external stakeholders.
