Summary
PurposeThe Technical Delivery Manager is responsible for driving the execution and delivery of our web product roadmap across internal and external development and delivery teams. They will be part of a programme of digital innovation across the organisation – putting digital development at the forefront of our product, web and content processes.
In collaboration with the Director of Marketing and Brand and the Senior Web Operations Manager, they will plan, scope, refine, manage and deliver the roadmap for new products within Web Operations and the Customer and EdTech portfolio, ensuring that stakeholders are engaged and consulted and new products and features are delivered on time, within budget and as expected. This role will also lead the development teams to plan and prioritise user stories and defects into product increments, sprints and releases – and will manage product backlogs.
Embodying a culture of trust, learning, innovation and continuous improvement, this role will champion collective ownership and technical excellence.
This role reports to the Senior Web Operations Manager.The Web Operations Team is part of our Marketing and Brand department. Sitting within our Customer and Product Directorate, this role will continue to deliver technical developments and web enhancements as part of our Customer and Product strategy, as we ensure that a customer first approach is embedded in all product decisions.
The Customer and Product directorate contains our Marketing & Brand, Sales and account management, Customer Services and Product development teams – all of whom ensure that a customer focus is at the forefront of decisions about products and services.
The website itself also plays a vital role in exams series delivery. Given the seasonal nature and criticality of the Summer exams series, the role (as with all of roles within Web Operations) may also be required to provide hands-on leadership through series delivery or the resolution of critical issues during the Summer series.
Team
Whilst this role may not provide direct line management, the Technical Delivery Manager will work closely with a range of stakeholders, including those at Head of Department level and above, business analysts, developers, test analysts, and other roles, both internally and from suppliers, who are responsible for the delivery of planned change and software support for the strategic and tactical developments outlined in our product roadmap. This role will have matrix management responsibility for individuals working within the team.
Key relationships
Regular stakeholder engagement across all levels and all locations is required, with travel to any of our offices when necessary – but primarily to Manchester, Guildford and London.
Agile delivery of our Web and digital product roadmap
Responsible for driving delivery of our web product roadmap (which includes complex specification content) across internal and third party teams, co-ordinating design phases, development of a delivery plan and testing and implementation.
Responsible for ensuring that our third party development agency is supported and kept on track and releases are delivered within budget and on time.
Responsible for optimising the flow of work, to maximise and deliver value to the organisation.
Responsible for providing project management leadership to the wider Customer Offer Programme.
Financial management – including drafting and managing business cases of the Web product roadmap to ensure financial targets and budgets are met and adhered to.
Working with operational teams to develop and support web products, reducing time to market, and increasing quality through continuous improvement of:processes, driving agile / lean good practice,
people, through modelling leadership behaviours, coaching, and
technology, ensuring systems reflect good practice
Responsible for the provision of progress and performance reporting against agreed targets to the Director of Marketing and Brand and other relevant stakeholders.
Ensure expectations of the business and its customers are understood and met.
Leading the team to retrospectively review and improve the process by instilling the concept of continuous improvement.
Stakeholders
Work closely with Product Managers, Product Owners, a range of Senior Stakeholders, our outsourced development agency, and our Web Operations team – as well as internal departments including Security and Risk and GDPR.
Provide confidence to customers and stakeholders through; consistent, timely, excellent communication, and wider consultancy services.
Other Responsibilities

Excellent experience of technical product ownership in a variety of agile / lean and scaled agile delivery structures, with an outcome-focussed approach.
Demonstrable technical knowledge to be able to create, drive, innovate and assess technical solutions across a wide range of software technologies, processes and platforms.
Structured thinking approach, able to lead groups of people to break down and resolve complex and ambiguous problems in time-pressured environments, recognising and balancing technical against operational and commercial factors.
Significant experience delivering in high-stakes and regulated environments.
High level of curiosity, with a genuine passion for finding and implementing innovative solutions for business problems through technology.
Passion for continuous improvement in practice, to increase product quality, reliability, and dependability.
Adept at conflict navigation and resolving interpersonal conflicts.
Skilled in facilitation to plan, sync, review and inspect team members work, holding retrospective reviews to encourage continuous improvement.
