Urban Foresight is a forward-thinking consultancy focused on creating better futures for places, people and public services.
We are looking for an experienced consultant to join our Economic Development group. You will lead the delivery of projects that turn research into evidence-based strategy, options appraisal, business cases and clear recommendations to improve outcomes.
This permanent role will be based in one of our offices (Dundee or Newcastle) in line with your preferences.
What you'll do
* Lead the delivery of research, evaluation and economic analysis projects, working closely with the Head of Economic Development.
* Develop Green Book Five Case Model business cases and Magenta Book–aligned evaluations, taking the lead on the design and execution of analytical work.
* Manage projects end to end, including resourcing, budgets, timelines, quality assurance and day-to-day client management.
* Contribute to business development by writing proposals, supporting bids, building client relationships and identifying new opportunities.
* Work directly with clients to scope projects, shape recommendations and present findings.
* Mentor and support more junior consultants, providing guidance on technical approaches and helping to develop their skills.
About you
The ideal candidate would have:
* Substantial experience as a consultant in economic research, evaluation, analysis, or economic development, with a track record of leading projects to a high standard.
* Strong mixed-methods practice and experience designing proportionate evaluations (Theory of Change, logic models, process and impact, value for money), applying Magenta Book principles.
* Working knowledge of Green Book guidance, including options appraisal, cost–benefit analysis and Five Case Model business cases.
* Experience contributing to successful bids and proposals, ideally including competitively awarded public sector contracts.
* Excellent writing and communication skills, with confidence engaging a range of stakeholders.
* Understanding of local/regional government in the UK and the associated policy and funding frameworks.
Desirable experience would be:
* Comfortable undertaking and reviewing advanced analysis, such as econometrics or statistical modelling, data visualisation and business intelligence.
* Working knowledge of relevant UK datasets (e.g., ONS/NOMIS, IMD, DfT, Companies House, UKRI/DSIT) and how to brief and quality-assure analytical work.
* Experience with theory-based and participatory approaches (e.g., contribution analysis, realist, systems mapping).
