Job title: Technical Officer (Surveyor Duties in Disrepair and Damp & Mould)

Contract: Permanent

Hours: 37 per week

Salary: SO2 *GBP*36,124 - *GBP*37,938

As a Technical Officer (surveyor duties) in the property and contracts service you will provide an excellent customer service to tenants and use your technical knowledge to ensure maintenance issues are promptly identified and repaired.

Your role

You will inspect and survey council properties to collect information, determine stock condition and identify, diagnose, and develop solutions to building related issues in line with internal policies and procedures.

You will be responsible for:

1. identifying damp and mould and the causes
2. undertaking inspections on tenanted properties to diagnose repair issues
3. carrying out damp profiling on tenanted properties
4. the use of damp equipment such as moisture meters, borescopes and hygrometers
5. identifying remedial works and producing repair orders / schedules

Qualifications and Knowledge

18. HND/HNC Level qualification in Building / Construction or equivalent experience within the construction industry
19. Strong knowledge of building defects / construction techniques
20. Strong knowledge of landlord responsibilities in relation to repairs & maintenance
21. Strong knowledge safe construction Health & Safety procedures

Specific Skills and Competencies

22. Able to plan and organise own workload in a busy environment
23. Ability to diagnose and develop solutions to technical repair problems
24. Understands modern construction techniques.
25. Developing and maintaining working relationships with suppliers and staff
26. Able to assess building related hazards through a standard risk assessment procedure and prioritize follow on actions accordingly
27. Experience of using Microsoft packages to record and present service information.
28. Produce clear and concise, basic reports in relation to the service in a timely and accurate manner.
29. To contribute to delivering a team culture that is focussed both on customers and quality
30. Experience of managing small to medium construction projects
31. Able to develop timely and cost-effective solutions to operational problems
32. Able to negotiate on day-to-day operational issues with suppliers in order to develop favourable outcomes for the council and for customers

Experience

33. Experience of carrying out technical officer / surveying duties in an asset management related service area.
34. Experience of day-to-day contract liaison as part of the contract management procedures of construction contracts
35. Experience of working jointly with staff and contractors from different teams/organisations in order to achieve common goals.
36. Experience of managing construction/repair related programmes of work within defined budgets

Qualifications and Knowledge

42. Up to date knowledge of social housing and issues affecting the sector
43. Understand standard forms of building contracts
44. Membership of a professional body i.e. RICS building surveying
