Reference number: 433653
Salary: £47,258
Contract: Permanent
Work pattern: Flexible with at least 60% of your working time spent at your principal workplace
Location: Glasgow, Newcastle-upon-Tyne
Who We Are And What We Aim To Achieve
The Infected Blood Compensation Authority (IBCA) was set up in response to the devastating events that occurred in the 1970s and 1980s when more than 30,000 people in the UK received contaminated blood products. The IBCA will work with people who were infected and affected by these issues, and when you join us you’ll have the opportunity to shape and design an organisation that will make a difference to the lives of thousands of people throughout the UK.
Help us engage with the community we serve with compassion and empathy
The success of our high profile organisation depends on its financial health and the management and reporting of its performance, and when you join us in this vital role, it will be your task to engage with the operational teams who deliver payment solutions for our organisation. Committed to building strong relationships with senior managers, developing a deep understanding of the business, and translating complex financial information into clear, actionable insights, you’ll ensure that our payment systems have the appropriate design, robust controls and capture the necessary key data.
Your day-to-day tasks will be many and varied, and include supporting the development of short, medium and longer-term cash forecasting processes to meet the Treasury’s requirements, and working with modelling and financial accounting teams to ensure the correct flow of information needed for our compensation valuation models. We’ll also expect you to ensure that compensation payments to claimants are made without any delay, lead on any cash and compensation specific reporting, and provide specialist advice on improvements to our cash management and accounting systems.
This role has more than a financial focus – your work with us will help to improve the quality of life for the thousands of people affected by contaminated blood products, and help our senior leaders deliver a successful compensation service.
Use all your knowledge, sensitivity and expertise in this significant role
To be a success in this vital position you’ll have well developed practical knowledge of system controls and finance data capture, ideally with experience of implementing or supporting the design of a payment system and cash forecasting, and a strong understanding of financial and audit processes. It’s important that you have excellent analytical and problem-solving skills, the ability to interpret complex financial data and draw conclusions, and your superb written and verbal communication skills will allow you to influence and build a positive rapport with colleagues and stakeholders at all levels.
It goes without saying that you’ll possess advanced MS Excel skills and have hands-on experience of financial management systems such as Oracle and SAP. When it comes to professional qualifications you should be qualified, part qualified or working towards a recognised professional certification, while your dedication, resilience and adaptability will see you capable of operating effectively in a fast-paced and evolving environment.
The Civil Service embraces diversity and promotes equal opportunities. With this in mind, we run a Disability Confident Scheme for candidates with disabilities who meet the minimum selection criteria. Also, please note that successful candidates must meet our security requirements before they can be appointed, and will also undergo a criminal record check.
Closing date: 8 December 2025.
