Construction and Procurement Delivery (CPD) is a business area within the Department of Finance (DoF).DoF has a wide range of functions including the strategic management of public expenditure and the delivery of a range of central services to Northern Ireland departments, comprising human resources, accounting, financial management, ICT, training, accommodation, legal services and procurement.DoF incorporates thirteen business areas and has approximately 3,300 staff who are located mainly in the Greater Belfast area and in Derry/Londonderry.The overall aim of the DoF is "to help the Executive secure the most appropriate and effective use of resources and services for the benefit of the community". Responsibilities
* Providing Client Advisory/Project Management or similar service to Northern Ireland Departments and ensuring that capital/grant-funded projects comply with policy, statutory and legal requirements including the Procurement Act.
* Proactively promoting Northern Ireland Public Procurement Policy including the Construction Procurement Toolkit and the Gateway Review process.
* Leading the procurement of external consultants and contractors on projects and frameworks.
* Managing consultants/contractors on NEC contracts and frameworks to deliver value for money and deliver on their commitments.
* Coordinating input from internal multi-disciplinary teams taking forward construction projects.
* Monitoring and reporting on project progress and project team performance and representing CPD at liaison meetings with clients at senior and operational level.
* Preparing papers and providing expert advice and guidance on construction procurement legislation, policy and practice to Ministers, senior staff across Departments and other stakeholders.
* Assisting in the formulation of proposals to address areas of procurement policy and procedures requiring development and/or revision.
* Monitoring the implementation of procurement policy and recommending further actions as necessary to ensure policy is being applied consistently.
* Assist in the development of best practice approaches to construction procurement.
* Providing support to clients in the implementation of their Net Zero Carbon targets.
* Supporting clients in the use of BIM (Building Information Modelling/Management) in the delivery of their projects.
* Assist in the development, implementation, management and ongoing maintenance of CPD management systems.
* Maintaining professional standards within project teams and applying these to achieve work objectives.
* Maintaining and continuously developing professional knowledge and competence to provide a leading source of expertise and authoritative advice and ensure high professional standards and decision making.
* Creating, maintaining and enhancing effective working relationships.
* Implementing NICS reform and contributing towards CPD business improvement activities.
* Any other relevant duties as required by management.
Skills and Qualifications
* A Second-class degree in a construction-related discipline AND
* (cont) Have at least 3 years' relevant experience that clearly demonstrates the application of NI construction procurement policy and best practice in one of the following:
* i. successful procurement and management of the delivery of construction contracts, or frameworks, with an individual value of least £1m (or a programme of construction contracts with an aggregate value of at least £1m per annum); OR
* ii. successful procurement and management of the delivery of construction related services contracts, or frameworks, with an individual value of at least £75k (or a programme of services contracts with an aggregate value of at least £150k per annum).
* OR A HND in a construction-related discipline AND
* (cont) Have at least 4 years’ relevant experience that clearly demonstrates the application of NI construction procurement policy and best practice in one of the following:
* i. successful procurement and management of the delivery of construction contracts, or frameworks, with an individual value of at least £1m (or a programme of construction contracts with an aggregate value of at least £1m per annum); OR
* ii. successful procurement and management of the delivery of construction related services contracts, or frameworks, with an individual value of at least £75k (or a programme of services contracts with an aggregate value of at least £150k per annum).
* OR A HNC in a construction-related discipline AND
