Description Programme Officer | 9709 | Secondment Opportunity / Fixed Term Contract until March 2027 | 37 hours per week | £37,280 to £39,152 per annum | Grade I | County Hall The Programme Officer is a pivotal role in the success of the programmes they support. They work with programme managers and key stakeholders to support the definition, planning and delivery of programmes, ensuring that programme controls are in place for successful delivery of the expected benefits and outcomes. Depending on the programme this may involve working with workstream leads/senior managers or, if the programme consists of a defined set of interdependent projects, with business design and change managers and project managers. The role is responsible for operating programme controls across the service, collating and compiling reports, managing the risk and benefits registers, co-ordinating input and review, providing advice and support to colleagues on the operation of the programme. The programmes will vary in complexity and scale but will be aligned to the Council’s strategic priorities and objectives. NCC is increasing the focus on user centred design and co-production, both with internal and external stakeholders, therefore programmes will require a strong focus on user needs and outcomes. The Children’s Services Strategy, Planning and Change team provides specialist expertise and capacity to facilitate change through collaboration across Norfolk County Council (NCC) and in partnership with other organisations for the benefit of children, young people and families in Norfolk. The service has responsibility and expertise in strategy, policy, user-centred design, transformation delivery, innovation, organisational programme and project governance (portfolio management) and performance. This provides support and leadership across the whole strategy, design and delivery life cycle. Specific accountabilities: Managing programme management controls to ensure all plans are kept up to date, all milestones recorded and all contributors understand the expectations from them. Responsible for drafting the plan and setting up and subsequently owning the programme library. Collate and compile reports, co-ordinating input and review from relevant stakeholders. Work with the programme team to identify and manage all risks and issues, including those that are strategic and politically sensitive, ensuring regular reporting and escalation as appropriate. Report to Programme Manager and other stakeholders on progress and any risk/issue mitigation. Develop, along with the workstream leads or project managers, the workstream/project specific plans and schedules that contribute into the wider programme planning and ensure the dependencies are identified and reflected in the respective programme plan, risk and issue registers. Work with the programme team to help identify and track the delivery benefits set out in business cases, working with workstream/ project leads, Insight & Analytics leads, finance managers and programme managers. Map benefits to project and programme outputs, providing the baseline for tracking those benefits. Engage with key stakeholders to ensure that product descriptions, acceptance criteria are agreed and track delivery against them. Build effective and collaborative relationships as will need to challenge individuals to ensure they meet agreed delivery targets. Work with the programme manager and business sponsors to identify resources to ensure required capacity and capability for successful programme delivery.
