About the Role
We are looking for an experienced Operations Manager to lead our Waste Enforcement service within the Environmental Health team. This is a high-profile role where you will shape and deliver enforcement strategies that protect Birmingham’s environment and ensurepliance with waste management legislation. 1. Lead and develop frontline waste enforcement services, driving performance and service improvement.
2. Manage a team of officers, setting clear KPIs and implementing robust performance monitoring systems.
3. Oversee enforcement activity under the Environmental Protection Act 1990 and other relevant legislation.
4. Build strong internal relationships to inform waste management and enforcement policies and strategies.
5. Engage with Elected Members and respond to key issues in a fast-paced, politically sensitive environment.
6. Manage revenue budgets, oversee monthly forecasts, and ensure financial control.
7. Provide leadership on service development projects and contribute to wider Environmental Health initiatives.
8. Some property management experience would be advantageous but is not essential.
About You
We are seeking a confident and proactive leader with:
9. Managerial Experience: Proven experience in a similar waste enforcement or environmental health role within a Local Authority orparable regulatory body.
10. Technical Knowledge: In-depth understanding of waste enforcement legislation, particularly powers under the Environmental Protection Act 1990.
11. Leadership Skills: Demonstrated ability to develop and manage enforcement services and lead teams effectively.
12. Performance Management: Experience in setting KPIs and implementing performance monitoring systems.
13. Stakeholder Engagement: Ability to work collaboratively and engage with Elected Members and senior stakeholders.
14. Financial Acumen: Experience in managing budgets and financial forecasting.
15. Qualifications: Environmental Health qualifications are advantageous but not essential.
