Job overview

The Senior Property Services Manager reports directly to the Associate Director of Property, and shall be accountable for delivering an agreed annual programme of work in support of the Trusts’ overall property strategy development and estate masterplan. The post holder shall where required deputise for the Associate Director and represent the Trust on regional and national groups. The post holder will manage property transactions, leases, space management, the estate strategy, business rates, property returns to NHSEI, and service level agreements with other Trusts and organisations.

Main duties of the job

The post holder shall ensure that all property transactions are undertaken in line with best governance principles and meets all relevant technical legislative and NHS regulatory requirements.

Supporting the Associate Director of Property, the post holder will be responsible for managing a range of property and capital project management duties across the Trust’s portfolio, including the management of the PFI Project Agreement, and delegated projects.

Management of Royal Alexandra Children’s Hospital PFI contract matters on behalf of the Trust. The post holder will be the Trust lead for dealing with the day-to-day management of the PFI Project Agreement for the Royal Alexandra Children’s Hospital (RACH).

The post holder will be the supervising manager for Trust satellite site (and RACH) compliance matters. The Trust needs to ensure that satellite sites are managed to the same compliance standards as the acute hospital sites. The post holder will instruct colleagues in the Facilities and Estates Directorate to ensure that compliance performance of satellite assets is monitored, reported on and improved where necessary. The role holds responsibility for extending the life of satellite assets and preserving asset value.

Detailed job description and main responsibilities

The post holder shall ensure that all property transactions are undertaken in line with best governance principles and meets all relevant technical legislative and NHS regulatory requirements. This shall include interpreting national policy guidance and developing and implementing local policies/procedures.

Supporting the Associate Director of Property, the post holder will be responsible for managing a range of property and capital project management duties across the Trust’s portfolio, including the management of the PFI Project Agreement, and delegated projects.

Management of Royal Alexandra Children’s Hospital PFI contract matters on behalf of the Trust. The post holder will be the Trust lead for dealing with the day-to-day management of the PFI Project Agreement for the Royal Alexandra Children’s Hospital (RACH). Responsibilities will include: performance monitoring, agreeing programmed maintenance, financial management, authorising monthly payments, agreeing contract variations and liaising with client users, management of capital projects.

As the Chair of the monthly RACH Service Delivery Group, the post holder holds responsibility for managing the relationship with the Children’s & Women’s Divisional Management team; Chief of Service, Director of Operations, Head of Nursing, Service Managers and clinical staff, as well as, with colleagues from Capital Development & Property, Facilities & Estates and Finance Departments.

The post holder will be the supervising manager for Trust satellite site (and RACH) compliance matters. The post holder will instruct colleagues in the Facilities and Estates Directorate to ensure that compliance performance of satellite assets is monitored, reported on and improved where necessary. The role holds responsibility for extending the life of satellite assets and preserving asset value. This applies to owned and leased satellite assets. The post holder will manage capital projects across the Trust’s satellite assets. This role also includes overall responsibility within the Property team for satellite asset property management.

Planning and Organisational Skills

1. Develops long term strategic estates strategies to implement organisational objectives, some of which are interlinked and of a highly complex nature.
2. To lead on the planning and development of the estate of both organisations, ensuring the provision of safe, fit-for-purpose environments for patients, staff and visitors, which reflect changes in clinical practice and which are consistent with the strategic aims and objectives of the Trusts.
3. Contribute to the development of the Trusts’ business plans, strategic service development plans and other planning documents ensuring appropriate links are made to asset investment strategies.
4. Ensure that appropriate forums are in place within the Trusts to monitor progress against the annually agreed programmes and to identify and manage ad hoc estates development opportunities and other streams of work.
5. Ensure that Projects are effectively planned, commissioned and evaluated.
6. Encourage building occupants to improve space utilisation and thereby reduce the overall cost of accommodation.
7. Co-ordinate the development, review and updating of the Trusts’ Estates Strategies.
8. To support the Trust in identifying opportunities to rationalise the estate, ensuring that space is utilised effectively and best value is secured through a managed programme of acquisitions and disposals.
9. The post holder shall be responsible for ensuring a wide range of long-term strategic plans (1-5 years) to an exceptionally high standard. Examples include: asset investment plans; site development plans; strategic access plans; property strategy; site and Trust Masterplans; support to sustainability Plans.

Analytical and Judgmental Skills

10. The post holder shall be required to make judgements and appropriate decisions required at this level of seniority.
11. The post holder’s decisions shall be guided by a combination of legislation, national and local policies. However, in most situations the post holder shall have to interpret these broad policies and shall have considerable freedom to act.
12. Ensure that a robust prioritisation and risk management process is in place to facilitate the drafting and agreement of the annual programmes of work (both capital and non-recurring revenue programmes). Work closely with the Trusts’ Auditors incorporating recommendations from their reports into the property teams’ working procedures
The post holder will manage property transactions, leases, space management, the estate strategy, business rates, property returns to NHSEI, and service level agreements with other Trusts and organisations. Also:
13. Support the implementation of the clinical strategy and service plans, by ensuring property assets are used strategically for the benefit of the Trust;
14. Contribute to UHSussex 5-10 year ‘Property and Asset Management Strategy’, Masterplan and associated site development plans;
15. Participate in the roll out a computerised property and asset management system, and manage the annual updates of property appraisals, including the 6-facet surveys with professional surveyors assessing estate condition, statutory compliance, functional suitability, space utilisation;
16. Engage with other public sector partners such as local government, police and fire authorities.
17. Implement rationalise/dispose of surplus land and property, demonstrating significant improvements in physical condition and identifying opportunities and cost improvement programmes (CiPs);
18. Contribute to the Trusts corporate governance processes with an annual ‘Property Strategy’ updates to the Trust Board on the management of the Trusts estate, including development of key performance indicators and targets (Carter report etc).
19. Ensure that the Trusts is able to effectively manage land and property by providing specialist support across a range of activities including: acquisitions; disposals; leasing and licencing; rent reviews; lease renewals; monitoring lease obligations; and rates reviews.

The post holder shall be required to manage and lead communications in relation to a number of highly complex and/or highly sensitive areas.

20. The presentation of highly technical property; legal, design, compliance, contractual or financial information to project stakeholders/project team members (membership of groups shall be diverse and could include directors, local authority officers, clinicians, service users, contractors, consultants and members of the public);
21. Negotiation of acceptable contractual agreements, which provide good value in relation to highly sensitive site development, disposal and acquisition projects. This also requires an expert knowledge of the procurement frameworks across a range of capital investments;
22. The presentation of highly complex and detailed reports to directors and senior managers particularly where the recommendations or preferred options are highly contentious (for example a site closure or redevelopment); and the setting of objectives, rules, standards and boundaries for external consultants in situations where their performance has caused problems.
23. The post holder shall be required to produce detailed written reports (e.g. option appraisals, business cases and risk assessments) and shall be required to present the related action plans or summary reports to directors and senior managers and/or their partner organisations.
24. The post holder shall need to gain the co-operation of the many stakeholders associated with these highly complex, highly sensitive or highly contentious estate/property projects.
25. Establish systems for sharing of relevant knowledge regarding developments shared on a regular basis with appropriate stakeholder groups. This shall include regular sharing meetings where information regarding investments can be discussed and agreed upon ahead of, during and post project delivery
26. Ensure that appropriate forums are in place to collate information/bids, prioritise these bids and develop draft programmes of work.
27. Work with the nominated lead manager/director to ensure that programmes of work are appropriately targeted enabling the Trusts to make the necessary progress towards national and local targets.
28. The post holder shall be required to confidently lead a large and diverse team of professionals. Highly developed communication, leadership and relationship skills are needed.
