Length of employment: Job Summary: UK Strategic Command (UKStratCom) comprises of Defence Intelligence, Special Forces, Joint Force Development, Joint Medical Group, Defence Digital, Permanent Joint Headquarters and Chief of Staff with permanent bases both in the UK and overseas. In a fast-paced environment you would be a pivotal member in a highly capable team supporting delivery of infrastructure to support Defence capability. The UKStratCom Infrastructure Team acts as the focal point between HLBs and end-users on the one hand, and DIO and Fin Mil Cap on the other, to prioritise Strategic Command infrastructure requirements and work towards their timely delivery. Strategic Command is going through a significant transformation programme which aims to improve the way the Command conducts its business and delivers for Defence and the nation. As a consequence of this, all posts within Strategic Command Headquarters and in time the wider organisation, are/will be subject to review and potential changes as we continuously improve across the period of the transformation programme. These changes may be minor or could be more substantive and will generate new opportunities. Throughout, the Command's transformation programme is committed to following the MOD's framework on managing and supporting people through the change process and places an emphasis on early and open consultation and engagement with the Command's personnel and Trade Unions. This position is advertised at 37 hours per week. Job Description: The role will act as the primary interface between the Infrastructure Portfolio Function and the Finance function. It fulfils the Business Manager function within the Fin Tx Playbook. The purpose is to sit inside the Infrastructure function and to understand and provide advice in support of the In Year position and provide the co-ordination, ensuring the timely submission for Infrastructure into ABC, SR, SDR and other costing activity. The role will also provide the Coordination of Infra Business Cases Approvals and Affordability input and p rovide input for the non-financial sections, delivery timelines, and internal assurance packs. They do not need to be professionally qualified but support would be give should the applicant wish to pursue this. They need to understand the principles of Built Infrastructure delivery and how that interacts with financial performance. They will: Provide the lead for Infra Portfolio/ Prog AH as the primary interface and Co-ordination for input and timely submission for the Infra Plan Annual Budget Planning, and In Year Management activity Provide the lead for Infra Portfolio / Prog AH in Co-ordinating and attending, as necessary, Working Day and Infrastructure Delivery Forecasting Reviews. Provide understanding and Infra advice in support / management of the In-Year Forecasting (IYM) process. Provide the lead for Infra Portfolio / Prog AH in the Coordination of Infra Business Cases Approvals and Affordability input Provide the lead for Infra Portfolio / Prog AH is Journal Preparation and Submission Provide the lead Infra Portfolio / Prog AH in the monitoring and tracking of Infra Commitment Control and provide coordination with the Infra Finance Business Partner as necessary. Provide the lead and primary interface for Contract Amendments, Identifying Transfers in and out of the Infrastructure Plan, Incoming receipts and set up and payments within Finance IM systems Provide the lead for UKStratCom Infra for the coordination and management of Letters of Delegation Provide the lead for UKStratCom Infra for the coordination and Reporting of Infra Assurance across the Infra Portfolio This recruitment process will consist of two parts: A written application containing your experience (a CV and a Statement of Suitability (Personal Statement)) and 2 Behaviours drawn from the Civil Service Success Profiles (Working Together & Seeing the Bigger Picture).
