Working arrangements: Fully remote with the exception of meetings with applicants, presenting at Planning Committee and site visits as required
The role
We are looking for a Senior Planning Officer with a minimum of 5 years’ experience, to work within the Majors Team, determining major planning applications. You will carry out development management and development project activities as required delivering a comprehensive planning service for major development proposals that contribute to the regeneration and sustainability of the district and to the effective delivery of the statutory responsibilities of the local planning authority.
Key responsibilities
* Act as a Case Officer for major planning applications, managing all stages of the process to support appropriate development and regeneration across the district. Apply a proactive, solution-focused approach to secure positive outcomes
* Exercise professional judgement with minimal supervision to prepare reports and recommendations on major, complex, and potentially contentious planning applications, appeals, and proposals, ensuring performance and best value targets are met
* Represent the Council at planning appeals, including site visits and informal hearings, preparing and presenting the Council’s case
* Determine planning applications and other planning matters in line with the Council’s current Scheme of Delegation
* Attend and present at Area Planning Panels, Regulatory and Appeals Committees, and other relevant meetings, standing in for Managers when required
* Provide clear, professional pre-application advice on major development proposals
* Respond to planning enquiries and correspondence from MPs, councillors, developers, and the public—particularly regarding major schemes—meeting deadlines and applying a high level of political awareness
* Offer expert planning advice to the public, professionals, and stakeholders, using sound judgement to assess support for proposals and positively promote the Council’s planning service
* Communicate and collaborate effectively with key stakeholders to encourage investment and support development opportunities within the district
* Provide factual information to the media and draft press releases where appropriate
What the client is looking for
* Degree or Diploma in Town Planning OR a degree in related environmental subject and a post-graduate Diploma/Masters in Town Planning
* Five years’ experience in planning to include three years, within the last five years, in development management /development control
* Experience of presenting planning proposals to public meetings and/or Planning Panels/ Committees
* Experience of presenting evidence at Informal Hearings
* Ability to manage up to 60 complex major planning applications annually, including all related procedures, pre-application advice, post-application negotiations, and appeals
* Understanding the Council Plan, Service Plan & District Plan and liaising with colleagues in other Departments, to assist in the delivery of those Plans
* Proficient IT skills
* Ability to use, interpret, analyse, communicate complex numerical information
* Up to date knowledge on matters of legislation, planning practice and policy by identifying methods of self-training and appropriate training courses
