Job Summary
Reporting to the Directors, the CEO will be the lead member of the senior management team and accountable for ensuring Endocare Diagnostics delivers excellent service across both insourcing and outsourcing, NHS and non‑NHS income workstreams.
Key Responsibilities
* Lead all aspects of service performance, clinical governance, operational performance, and financial management.
* Ensure delivery of high‑quality operational services in line with access and waiting time standards, local protocols and pathways.
* Oversee all operational aspects of Insourcing and Outsourcing services, ensuring clinical efficiency and regulatory compliance.
* Drive the expansion into new specialties (Ophthalmology, ENT, Orthopaedics, Gynaecology, General Surgery).
* Plan and execute development of minor operations theatre facilities within the EndoCare Community Diagnostics Centre.
* Identify and pursue new partnership and contract opportunities with NHS Trusts and private healthcare providers.
* Plan, contribute to, and regularly review quality of services in line with regulatory frameworks including CQC inspection and best practice improvement.
* Develop the annual Service/Business Plan in line with strategic direction and objectives; work with senior administration team members and clinical leads to ensure consistency.
* Provide effective management of all services, with clear lines of accountability and responsibility; integrate professional/clinical leadership with line management functions.
* Oversee production of governance and performance management frameworks, including appropriate use of clinical metrics.
* Take responsibility for ensuring strong, effective multi‑professional team working and effective clinical and management supervision across all services.
* Ensure effective operational communication systems are in place; meetings and networks have purpose and staff are informed of and actively involved in decisions.
* Use effective information management and technology to support the delivery of services and management, including effective clinical record keeping.
* Manage within budget and safely deliver cost improvement plans engaging all key corporate functions; assess quality impact of cost improvement.
* Ensure value for money in use of all service resources, including sound capital and estate planning for services.
* Provide cost‑effective care within budget and to the level and quality agreed in NHS & other contracts.
* Lead the culture: act as a role model, lead by example, be visible to services within area of responsibility and more broadly as a representative with partners.
* Develop a culture that encourages colleagues to be solution focused, work to the scope of responsibility and apply QI methodology.
* Ensure staff access to effective supervision, annual PDR mentoring/coaching and leadership development to support continuous individual & team development.
* Be aware of national policies, directives, bills, strategies and work to understand their implications.
* Work with colleagues to collaboratively lead on the local application of national/regional requirements where applicable.
Leadership & Governance
* Ensure effective governance arrangements are in place and fully operational across all service areas.
* Have an effective system for dealing with, responding to, managing and embedding learning from complaints, incidents and serious incidents.
* Ensure care is person centred, safe & harm free, support transparent continuous quality improvement through use of benchmarking data and QI methodology.
* Lead on the improved use of technology and innovation to enhance effectiveness, efficiency, safety and accessibility of services.
* Ensure staff understand and enact responsibilities for Infection Prevention & Control, Safeguarding Adults & Children & Health & Safety requirements.
* Ensure professionally qualified staff are registered to practice & comply with their respective Codes of Professional Practice.
* Ensure compliance with the Mental Health Act, Mental Capacity Act & Care Act in practice.
Workforce Planning & Development
* Promote positive employee relations.
* Plan / manage staff ensuring an effective skill mix / deployment to meet service need / specifications.
* Deliver an effective system for the undertaking & completion of annual staff PDR / appraisals.
* Support staff not meeting expected standards using a positive performance management approach.
* Engage in safer staffing reviews and ensure staffing establishments are based on needs of service user group and aligned with resources available.
* Ensure statutory & mandatory education, training & development completed within required timescales.
* Ensure line management staff confident & competent to apply key HR policies.

* Demonstrated success in developing and expanding medical services and facilities.
* Proven record of leading complex, change and modernisation of programmes aiming at improving organisational performance and efficiency.
* A track record of successes in delivering against national and local targets.
* Track record of driving up service standards and efficiencies, and achieving value for money.
* Substantial experience of leading and delivering organisational change.
* Excellent negotiating and influencing skills with the ability to motivate and engage individuals and teams.
* High level of work organisation, self-motivation and drive for performance.
* Personal integrity and commitment to openness, inclusiveness, and high standards.
Qualifications – Essential
* Educated to degree level or equivalent level experience.
* Further professional or management qualification.
* Clear evidence of continuous personal, professional and managerial development.
Desirable Qualifications
* Masters degree in Health or Social Care.
* Experience of working within the independent sector at a senior level.
* Experience of working in a commercial environment.
* Strong background in managing insourcing/outsourcing healthcare service models.
* Deep understanding of NHS systems, private healthcare and regulatory frameworks.
* Track record of building high‑performing teams and driving business transformation.
* Established history of successful NHS Insourcing / Outsourcing bids.
* Experience of JAG and successful accreditation.
